Secretary Declares Present Force Lacks Organization and Suffi cient Know led pe of Tactics. WASHINGTON, March 11. Secretary Stimson today urged the House com mittee on military affairs to recom mend legislation to increase the effi ciency of the National Guard. Mr. Stimson said that In the event of war the country would have to rely on the militia and that It would be a short-sighted policy to do nothing to encourage the organization of a capable body of reserve troops. His criticism of the present militia force was that It lacked discipline, organiza tion and sufficient knowledge of tac tics and that state organizations were not up to the standard which should be sought by the Federal Government. Nine million dollars, the estimated cost for a paid militia under the terms of the Hay bill, could be expended much more profitably in the mainten ance of five cavalry regiments and a reserve of 50.000 men for the Regular Army in the opinion of Secretary Stimson. behalf of Guy E. Kelly, Roger Watts, E. H. Sliafer and Elmer' L. Amtdon, ac cused of padding the 1910 census rec ords. Amtdon was tried last week, the jury failing to agree. Judge Don worth declined to pass on the protest of attorneys for the defendant against the ruling of Judge Rudkin, from whom the issue was referred by which Tacoma and Pierce County residents are to be excluded from the venire drawn to hear the trial of the four men. What was declared by attorneys present to be a blow to the defense in the census fraud cases came this afternoon when I'nited States Judfre Donworth denied motions for separate trials, made in Breakfast Food Advertising HERE are several manufacturers of breakfast foods who ought to be telling the Portland pub lic about tbe goodness of their products.
