Woodward yesterday expressed the opinion that the present city char ier should be "commissioned." -The charter, as It stands now." said Mr. Woodward, "has been adjudicated by the courts until It Is bombproof aa retards Utlnatlon. Therefore. It seems to me It would be wis to readjust tha present charter to fit th needs for a commission charter. The first Is that If th charter la to bo passed It must be of such a nature that th people can understand It. Second. R- Woodruff voiced the desires of th people recently when he said that the better trend of the commission form of government Is toward simplicity, and that the making of the lawa should be left to the legis lative bodies. He said the trouble with charter makers In th past has been that they have tried to provide In tha original charter for every possible con. tinsency that might arise, and stated that such a system was wrong." R. w. Montagu Is of th opinion that unless all controversial points of the proposed charter are eliminated It will be very difficult for the commit tee to reach any conclusion as to th proper form of charter to submit to the people. "The only thing that af fords any hope of a solution of the difficulties,- said Mr. Montague. Willis declares that he does not believe In the commission form of government, but that will not hinder him. he says, from doing his best with the rest of th commutes to draft a good charter to submit to th people. "The people should have the adminis tration of the city." said Mr. Willis yesterday. "They want to try the com mission form of government, and they should be given every opportunity to adopt It If the majority so desires." T. M. Hurlburt.
