HILL BOYCOTT FAILURE srOK-VXE SHIPPERS DECIDE XOT TO FIGHT ROAD. Jobbers Find Out Leases Specify Line Over Which Trarflc Mtif't lie Itoulotl. SPOKANE, Wah., Ppc. 27. (Spe cial.) No united boycott of the Hill railroad because of their attitude on the rate fight will be possible. In the lew of a majority of Spokane ship pers. This plan of flclitinfr for more equltablo rates has been abandoned by the rate committee. No steps, it Is declared today, will be taken to name a routine; asrent. Half of the Spokane Jobblna; concerns lease railroad property and their contracts provhle that they muHt ship over the line from which they lease. The iron works, though not located on railroad property, explained that the routing of their frelftht from the East was not determined here, but by the steel trust In the East. Finally it was feared that were the remaining- shippers to do all possible business with one line, the railroads would take retaliatory measures aRalnst the ofTendlnp: shippers and pool srross proceeds and apportion them amonaT themselves. Some of the shippers also expressed fear that legal action on conspiracy charges might be brought against them. The canvass of Spokane for the $50,000 fund needed to prosecute the rate fifrht before Congress will be resumed soon. Pioneer Grval Woman at Rest. GERVAIS. Or., Dec. 27. (Special.)
