Th. assessment every year Is based entirely on the queatlon of the true cash value of tha property on March 1 of each year and haa absolutely nothing whatever to do with th. assessed valuation of the same property for any previous year. It Is for thla very reason that the law requires an assessment to be made every year. -Th. pending controv.rsy involves simply a question of whether th. In local railroad circles It Is rumored that dispatching and other headquarters of the Southern Pa cific will be changed bark to Ashland, aa In the daya before the Harriman llnee merger put the operating of the Oregon lines In the hands of the O.-W. Or- Oct. il. (Special.) E. E. Calvin, general manager of the Southern Pacific Company, arrived here late tonight from the south in a special train of three roaches. Mr. Calvin had retired, but hla secretary, F. J. Connolly, made the announcement that no Immediate changea were con templated In either the administrative or the operating departments of the Southern Pacific aa a result of its segregation from the I'nlon Pari tie and the appointment of William Sproule as president of the Southern Pacific system. Leaving thla city at S o'clock Mon day morning. Mr. Calvin and party will leave over the Corvallls 4k East ern for Detroit. Returning, the party will arrive In Albany at 10:30 to morrow morning and depart immedi ately for Yaqulna. The party will re turn to Corvallls late Monday after noon and remain all night. The tonnage. Inward and outward. of thla port for tha first nine months of the present year has shown a steady and healthy increase over the same period of last and previous years. This Is particularly true or staple products in the line of building and manufacturing products. The Inward shipment of cement In sacka by water, practically all coming that way. waa as follows: January, 137.411; February. 17.92: March, 294. 65J; April. 4S2.n:; May. 664.123: June. S76.130: July. 631.691: August. 647.464: September, 616.901. A total number of sacks of eement received In that period was l.Slt.tlO. against 2.317,287 in a similar period of 1910. In about the same proportion are the receipts of crude oil in lnorease over last year. From January 1 to October 1 thla year. 1.092.124 barrels entered this port, while In the same period In 1910 the receipts were 2.676. 91S. The arrivals of sugar from January 1 to October 1 amounted to 537,628 sacks thla year, while for the same period last year they amounted to 362, 13. The Inward tonnage In the aame period this year waa 127.231. and last year It waa 101,202. the outward being 111.066 In 1911. against 65.737 In 1910. At this time there Is 66.861 foreign grain tonnage en route, while at the same date last year there waa 45.721. CUTTER. CREWS IN TRAINING Boston Men Will Compete With Jack. Irs on Manning;. In preparation for the annual New Tear races a cutter crew Is in train ing and waa out yesterday on the rlv.r for several hours. There are about 20 candidates for crew positions. The principal contender will be tho crew from the revenue cutter Man ning that will stay In the river all Winter. Its crew has won a number of races in different ports. On board th. On th. spot where th. old First Presbyterian Church waa burned, Jan uary 21. 1S11. todsy was laid the cor nerstone of a new brick church, to cost about $25,000. Tho walls, of concrete and brick, are about ono-thlrd built and on the rousrh floor seats were placed. The old piano, saved from the fire, was used In the ceremony. After a prayer by Rev. J. M. Canse. of the First Methodist Episcopal Church, and an anthem by the church choir. "By the Rivers of Babylon"; scripture reading by Rev. T. P. How ard, of Vancouver Heights, and a song. "Wayside Cross," by a quartet, Messrs. Wyatt, McMaster, Taylor and Elwell, Rev. Henry Marootte, pastor of "West minister Presbyterian Church, of Pore" land, delivered an address. Rev. J. Snyder, pastor of th. Presbyterian church in riedmont, formerly pastor of tha congregation, also spoke. Rev. H. 8. Templeton. the present pastor, gave historical data, after which tho formal laying of the cornerstone, of Southern Oregon marble, was cele brated. W. P. Connaway. chairman of the board of truatees. officiated. In the cornerstone were placed copies of the local papers, lists of charter and present members, a roll call of pastors of the churches, a his tory of the church, a church calendar, a picture of the old and also of the new church building and a Bible. The new church edifice will be completed and ready for use by the new year. The First Presbyterian Church was organised In 1882 with 12 charter members, of whom only three. J. B.
