"Tha German people feel very friendly toward you Americans," con tinued th Berlin educator. "The peo ple of both countrlea are coming to have a better understanding of each other aa the result of a plan adopted by Columbia and Harvard universities and tha University of Berlin. Every year your two large institutions of learning send to our university two professors who deliver a series of leo tures on America and Amorlcan Insti tutions. Our university sends two members of Its faculty to your country and they give similar lectures at Har vard and Columbia on Germany, Its people and their Institutions. The ef fect haa been to bring the people of both countries closer together." Trade Relation to Expand, Dr. Koebner left last night on the' Shasta Limited for San Francisco, whence be will sail this week .as an official representative of his country for Klou Chow, in Northern China, where the German government has es tablished a colony. From tha estab lishment of this colony Germany, ac cording to Dr. Koebner, expecta,- by cultivating mora friendly relations with tha Chinese people, eventually to Increase materially tha trade between Germany and China. Yesterday afternoon Dr. Koebner made an automobile tour of tha city. Including a visit to Council Crest. He waa much Impressed with tha business and lesldence districts of Portland and the natural beauty of tha sur rounding country, including a half doxen snow-capped mountain peaks which, he said, eclipsed anything he had seen on his Itinerary, either In Canada or the United States.
