Stone masons on the staff of tha t'nlon Bridge a Construction Company arrived yesterday from St- Louis, where the corporation baa another large con tract under way. They will have a force cf helper assembled by the time tha next caisson Is on a solid foundation, so the granite blocka can be placed, aa trier will form tha outer walla of th certer pier above low water. Representative of the contractor yesterday conferred with officers of th municipality with reference to right of way matters on the East Side, so that work can be pushed on abutmenta and other foundations for tha roadway ap proach of the bridge. Seymour, a aalesman for the Western Supply Company, yesterday purposely slipped on the deck and fell overboard into the Willamette River as the fast little craft was speeding along with the Portland Ad Club aa guests of th Pot ter Healty Company, on pleasure bent. Women screamed and men passen gers shouted advice or shed their coats to leap after him, according, to their temperaments or ability to swim. It appeared to those unadvised of the plan that a serious accident waa going to mar the pleasure of the ex cursion. Seymour Swept Far Astern. The boat was going at a rapid rat and Seymour was swept far astern, struggling frantically to keep afloat. Jimmy Dunn, being among those who csst off their coats, ran along the upper deck and. not noticing the canvas awn ing at th stem of the boat. In his ex citement, stepped upon it as boldly as If It had been solid deck and landed among the passengers below. . He regslned his feet at once and was about to leap over the rail to the res cue, but bystanders prevented, as by this time a lifebuoy had been thrown by one of the crew, the lifeboat dropped over the side, and In less than four minutes Seymour waa safely on deck. Would-Bc Rescuers Congratulate. People crowded about to congratu late him on his escape, and It was then that they discovered that the entire accident and rescue had been planned beforehand. The Bayocean left Portland at 1:30, carrying 115 passengers, and was decorated In true holiday style with flsgs of all colors.- During the run down to St. Helens. Gray's Southern quartet gave a programme of muslo and coon dancing.' At St. Helena tha party stopped long enough to have a photograph taken before beginning; tha homeward trip. The excursion waa made under tha direction of Lewi M. Head, of the Potter Company, and as they came alongside the dock at tha close of th return trip, the crowd gave heaVty cheers both for him and for Frita Hlrsch, the captain of th Bayocean. Residents of Guilds Lake Section Don't Want Depositories Baker Kinds Problem Is Hard. Continuing its Investigation as to a solution of the problem of what to do with storage oil tanks, the special com mittee of the City Council yesterday made a trip over various sections of the East Side, viewing; possible loca tlons that would be fit for such bust ness. A meeting- of the committee will be held early next week to discuss phases of the situation and possibly to formulate a report to the Council. "The committee Intends to handle this subject properly and In a busi ness-like manner," said Councilman Baker, chairman of the committee. "The more we investigate, the more we find how Important a factor oils of various kinds are. They are com modittes that are used largely and are becoming; used more than ever before. Our problem is a great one, but we propose to solve it on business prin ciples. IV e Intend to make up a dis trict of which large tanks cannot be operated. We shall regulate the oil business to the best of our ability, after gaining all possible Information on the subject. Rumors that the committee would attempt to locate the tanks of the I'nlon Oil Company somewhere on Guilds Lake have caused much commo tlon In that vicinity. Property owners there vow they will enjoin the city from any such action. In fact, this Is a condition that seems imminent everywhere.' People realise that the tanks must be placed somewhere, but every community wants them some where else. The situation as It stands Is much Ilk the crematory site muddle of re cent years. No one wanted the plant located in their community, but In slsted npon It going elsewhere. It waa finally aettled by leaving it wher the old on was altuated. Serious legal complications are also threatened. In case the city attempts to force the Standard and Union Oil companies to move from their planta on the East Side. In the central ousi ness section. The Union plant was wrecked when an explosion followed a fire there several weeks ago. result Ins In the death of David Campbell. the Fire Chief. His death led to the agitation for removal of the tanks to more commodious quarters and to the appointment of the special com mittee by ex-Mayor fSlmon Deiore m end of his term. The plant of the Standard Oil Com pany. adjoining that of the Union, was unharmed by the Are and explosion. but. If the present plans of the com mittee carry, it will also be moved to a location yet to be obtained. Business Interests centering around the locality of the present plants are anxtoua for their removal, but sentiment seems to be developing over all the city againat them being removed from there to any other location within the city limits, as no community wants them.
