Tha police committee of tha Executive Board discussed yesterday afternoon the question of a sits for tha new City Jail. Police Station and Municipal Court, for which the taxpayers voted at the last election to spend $300,000. No definite action was taken, however. Mayor Rushlight suggested tha north east corner of Fourth and Ankeny streets aa a good location, provided the price Is not too high. It was also sug gested tnai a new nuuamg do put up on the present Jail site, at Second and Oak streets. The question of securing tha strip 23 by 100 feet, between the present Jail and tha Are engine station, was brought up, but the statement was made that "Lucky Jack" Peterson, the owner, holds It at J30.000. Hereafter no special officer of tha po lice department must have either sa loons or rooming-houses on his list of employers, this being the will of tha police committee, ss expressed In ex ecutive session. Many applications for special permits have been filed, and In most Instances Acting Chief Stover rec ommended that they be granted. Eliminate Graft, Saya Mayor. While the namea were considered. Mayor Rushlight brought up tha ques tion of saloons and rooming-houses. He declared he knew It to bo a fact that some saloons and lodglng-housea use these special policemen for their own protection, and said he does not favor allowing any permits to officers having saloons on their lints. ""Owners of warehouses and legiti mate business houses who want their places watched and are willing to pay for tha protection, ought to have If," commented the Mayor, "but I do not believe In fostering vice. A saloon needs a special officer only for one purpose and that Is to keep It Informed of the acts of the police department. It Is the aama with lodging-houses. We want to eliminate theae fellows who watch for the coming of a policeman. and then signal to the proprietor of a place of this kind that ho Is coming. I believe these applicants for special stars should submit lists of all their customers. What I want to eliminate la the possibility of graft." It was voted" that all such applicants submit lists of their employers to the Chief of Police and that special stars be granted only on his recommenda tion. Acting-Chief Slover remarked that If these persons cannot secure po lice atars they will aacura Deputy Sher iff stara. Auto Patrol Wagon Ordered. Tha sergeant and two policemen em ployed on tha harbor patrol boat must hereafter report at the police station like other policemen. John B. Coffey, a member of the committee, said he thought they should be required to do so. Tha committee could not see the necessity for stationing a sergeant on tha boat, so probably only patrolman will hereafter ba employed there. The committee also expressed belief that patrol boats should be established at or nesr the Inman-Poulsen mill and at the Portland Flouring Mills, whera tha boat could report at stated times In tha day and night. Tha sentiment was that tha boat should patrol tha river, rather than ba tied up at the dock most of the time. An automobile patrol wagon will ba bought for tha police department, be sides an automobile for the Chief and two mora motorcycles.
