FAXDT INCORPORATION! OPPOSED. The movement to Incorporate Sandy, started by the, Sandy Commercial Club, will be fought out In the courts. The club got the matter to a vote and It carried, but the opposition has carried the case Into court. George C Brownell has been employed by the Commercial Club to handle the legal end of the case. Blue prints of the proposed new city have been prepared showing the territory and at a meeting of legal voters the movement was approved. The club has raised 1150 to meet the expense of litigation. Quick action of Patrolmen Miller and Hewston saved lodgers In the Morrison rooming house. 633 Morrison street, from injury, when a fire was discovered In the third story of the building, at 4:35 o'clock yesterday morning. The officers turned In an alarm and then went through the house arouslns; the sleepers, who reached the street in safety. The fire started from a defective flue, and did damage to the extent of 1100. partly covered by Insurance. The building was damaged In the same way about a month ago. Theater Si.hoer Arrested. Charles Pavey. singer In a Sellwood theater, was arrested yesterday by Detectives Price and Graves under a warrant taken out a month ago. but held up at the request of the complaining witness, who chances Pavey with stealing a diamond ring. The defendant was ar rested In his home, at Kast Forty-fifth and Belmont streets. The complainant Is R. T. Llvermore. E53 Alder street, who alleges that his wife left the ring hanging over a kitchen sink, and that Tavey took it from there. First Mass Co-ebrated. Rev. Nicholas Hahn. son of Nicholas Hahn. Sr.. of Portland, will celebrate his first mass In Sacred Heart Church, in Bene dictine Heights. Sunday, at 10:30 A. M. The Water Board yesterday afternoon awarded the contract for a branch office in Upper Alblna to the Newport Engineering; Company, the figures being $14,640. J. Walsh. Old Resident Pies. Mrs. Phoebe J. Punstan died at the home of her grand daughter. Mrs. A. R- Watson. Thursday, at the age of 7 years. She had lived In Portland for 20 years. She Is sur vived by two daughters. Mrs. Sarah M. Crosbv and Mrs. Ida E. Boyles. and a son. George E. Punstan. The funeral will be held Sundsy from the chapel of the East Side Funeral Directors, 414 East Sixth street, Wilxjam F. Fisher Pies. William F. Fisher died at his home. 1001 Mary land avenue, yesterday, at 44 years of age. He Is survived by a widow. Mrs. Frances T. Fisher. He was the son of Mrs. W. H. Payne and brother of Mrs. J. A. Rev. F. M. Rains. Rev. F. M. Rains, secretary of he Foreign Christian Misslonary Soclety of the Christian Church, has Just completed a tour of the world and is now in Portland to attend the National convention of this church, which begins Tues day, July 4. Mr. Rains will speak at the Central Christian Church, East Twentieth and Salmon streets, Sunday morning at 11 o'clock and at the First Church, Park and Columbia streets, In the evening. Mr. .Rains Is an elo quent speaker and Is recognized as a man of great ability by the people of the church which he represents. ranged for the holiday. There will be plenty of entertainment, however, especially for children, and the Mayor's committee for a sane and safe Fourth has arranged an attractive programme at the parks In Portland. In all the city parks there will be a programme of athletic competitions under the supervision of A. M. Grilley, physical instructor at the Young Men'a Christian Association. About $300 has been expended by the commission for medals, and these will be contested for by a host of boys and girls. The athletic events will consist of all manner of games. Pashes. the broad Jump, high Jump, pole-vaulting and weight-throwing will form the main body of the programme. There will also be a number of freak contests, such as sack races, lean and fat races, tug-of-war and others. Bands to Flay. In all the city parks, and at Penin sula park. Sellwood. Mount Tabor, North Portland and South Portland, the committee has arranged band con certs to last from 3 until 6 o'clock In the afternoon. These are expected to draw large crowds and attract many family picnics. The Mount Tabor Improvement Club has arranged an elaborate programme In the form of a basket picnic. A num ber of orators will speak In. the park there, and a band has also been en gaged. Then there will be a baseball game, lean and fat races, tug-of-war. sack races and other freak stunts. At the Country Club automobile races will be held In the afternoon while the bleachers will be filled morning and afternoon for the double-header base ball game. A large number will pass the day on the river and at the amuse ment park. Many Towns to Celebrate. A number of Fourth of July celebra tions In the small towns In the vicinity of Portland are expected to take away from the city a large number of per son. At Vancouver there will be an athletic contest between the soldiers at the fort and various drills by the regi ment. At St. Johns a large entertainment will be given by the F. O. B. Lodge In the Eagles hall. In which dancing will figure prominently. There will also be a number of basket picnics by various organizations. At Gladstone, the Chautauqua will open for a 13-day session, and at Gresham there will be racing and base ball. At Crystal Springs the Journey man Barber's Union will hold its annual picnic, and at EJrtacada there will be an old-fahloned Fourth of July cele brerrton. with a .parade, speeches and old-time dances. There will also be a baseball game. Among the excursions leaving Tort land will be that of the Ancient Order of Hibernians, who have chartered the steamer Monarch for a trip up the river to Emerald Grove. Music will be fur nished, and at the grove an athletio carnival will be herd. Nelson, Assistant State Veterinarian of Washington, was here today Inspecting- dairy herds in search of tuberculosis. He came at the re quest of E. C. Palmer, a leading dairy man of this place. The doctor made a test of 70 head of milch cows and found no evidence of the tubercular germ. Mr. Palmer supplies much milk and cream to the military post at Van couver, and wishes to have what Is known through this section as a "certi fied herd." $10,000 ASKED FOR NAP i Salesman Sues Great Northern for "ot Being Awakened. For carrying G. A. Alexander, a traveling salesman, past his destination, Blaine, Wash., while he was asleep the Great Northern Railway Company Is made defendant In a suit for $10,000 filed in the Circuit Court yesterday. The complaint alleges that Alexander was proceeding November 1, 1910. from Burlington, Wash., to Blaine. Wash., traveling on a mileage book. The con ductor, it is complained collected his fare as far as Blaine. He blames the members of the train crew for not waking him. The conductor, he al leges, acdused him of trying to beat bis way when he hesitated to pay extra fare demanded. He was forced to walk back from the Canadian boundary to Blaine, three and one-half miles, in the midst of a storm. ALLEGED THIEVES CAUGHT Horse Theft From Deschutes Coun try May Xow. Be KxplaineU. THE DALLES. Or.. June 30. (Spe cial.) Two men. Willis and Hill, were brought into the Wasco County Jail last night by Sheriff Freeman, of Slier man County, charged with having stolen 15 horses. It Is alleged that these men have been operating up and down the Deschutes Klver for several years, but the evi dence against them had not been suffi cient for their conviction. Settlers in that section are up in arms and seem to have Just awakened to the fact that the dlsapearance of their stock has not been accidental. The men were taken to Moro today for their preliminary hearing. They are the owners of real estate on the Deschutes. POSTAL BANKJS SUCCESS Vancouver's Receipts in First Month Are $8755; Withdrawals $355. VANCOUVER. 'Wash., June 30. (Spe cial.) At the close of the day's busi ness today the postal savings bank completed Its first month, and had re ceived for deposit $8755. This is a rec ord for a city of this size. Postmaster Crowley said that if Van couver's office had been In existence and kept this pace for four months, it would be next to the head of the list, with $35,020.
