It divides up the responsibility for the letting of contracts snd puts power largely in the bands of the Council. While the vacation Is ostensibly to allow for the construction of the city part of the new railway bridge, the fact remains that ths railroad company ts already amply com pensated for this part of Its new bridge la the bridge franchise and Its conditions. Two women sustained broken bones when an automobile running without Utrhts and carryins; four persons turned over at Seventieth street and the Baa, Line road early yesterday mornlns;. Th, other occupants of th, car were Fred Prasp, formerly deputy county clerk, and Roy M. Hul- burt, son of the one woman and brother of tb, other. Tha two men ascaped serious Injury. Tb, party was comlnjr down tha Mount Tabor hill, about 1 o'clock, when th, accident happened. Tbelr lights had run out of fuel and tha night was dark. At a turn of th road th, car ran up on a shelving bank and whirled completely over, burying Its occupants underneath. Th, men disengaged them selves from the wreckage and assisted tha Injured women, who were pinned down by the car. They were placed In another automobile and taken qulcJciy to St. Vincent's hospital. Patrolmen Kllngel and Post discov ered th, overturned automobile and re ported the fact to tb, police station. Sergeant Keller mad, an investigation and discovered who were In the ma chine. News of th, accident did not reach tho station until after S o'clock, and the ofdoers believe It must have occurred later than th, time stated.
