In desperation I finally told the Shuberts that If they did not tsk the play as I proposed I would not produce It and In addition would retire from th stage. I firmly made up my mind to quit th stag and my wlf and I bad agreed to It. Then the venture was made and the success is known. -This simply Illustrates how the best msnsgers are sometimes unable to Judg how a show will take with an audience. With excitement of the hair-raising sort cropping out every few minutes, th snnual Washington birthday paper chase of the Portland Club wss held yesterday afternoon, Eugene Oppenhel mer, riding "Call Bond." winning. The race began and ended at Rose City Park. The course was 12 miies long. Becoming frightened at a funeral pro cession. "Mike Wisdom," whom Lleuten snt Scofleld. of Vancouver Barracks, was riding, ran away, nearly colliding with one of the carriages of the funera cortege. Despite the efforts of the of fleer to stop him. the horse ran for more than a mile, carrying his rider fnr off the paper trail and spoiling whatever chance Lieutenant Scofield had of winning the chase. When the runaway horse had been calmed Lieutenant Sco(l"ld con tlnued the race and finished last. With Chester Murphy up. "Oregon Kid." the winner of several events this sesson, also ran away. The riders were well bunched and nenrlng the finish when Mr. Murphy urged his mount ahead, thinking the finish to be near. "Oregon Kid" responded to the urglngs and ran away, going far off the course before Mr. Murphy could turn him. Mr. Murphy was leading when his horse ran away. Still tills was not all the excitement of the day. When the pink papt r was first seen the riders knew the nnish wss close and they urged their horses with crop and spur and one of the prettiest races ever seen on a public road followed "Call Bond" nowlng "Little Joe." ridden by William Walters, out of first plsce. Lemson acted aa the hare and laid th paper trail along the roads and streets in Rose City Park, starting from the top of the hill at the Portland Coun try Club track and finishing near the same place on Sandy road. It was one of the prettiest and fastest races thi year and. despite lis length, there wss no undue strain on the horses. Ten riders faced the starter and the same ten finished the rsce. although by unfor tunst circumstances two of the riders pulled Id far In the rear. Drawn outdoors by the Springlike day, with Its clear sky snd warm sun, many persons rods and motored to the scene of th race. There was a large crowd at th start and a larger crowd at th finish of th race. Many women attend. ed th race on horseback. Yesterday's race was one of the most successful, from all points of view, ever held. Or- Fob. -(Special )-At a meeting Monday night the City Council passed an ordinance creating a Water Board of five members, to have charge of the entire water system of the city. Including th newly completed power plant. Th ordinance provides for the sppolntment by the Council of the mem bers of the first board and their elec tion thereafter by the people. We went to work and soon had the play rounded out. Then came th struggle with the managers and we were unable to convince them that we bad a show until the audience agreed with us. The rest waa easy. The moral Is that old adage: 'Never be discour aged.' " This Is by no means the first appear ance of Mr. Powers in Portland. His first trip here was more than 20 years ago, when he appeared In "Straight Tip." It Is given complete authority over the en tire water system of the city, with power to extend the same and to make all necessary rates and regulations, and is also given complete control of the power plant, with authority to sell any sur plus power. If this Is done the city will come Into competition with the Oregon Power Company, one of the most strong ly Intrenched public service corporations in the Northwest. An ordinance was also read railing for a special election on March 21. to vote on extending the city's boundaries. VAGRANTS ANNOY WOMEN Police Aid Enlisted to Make Region Near Depot Safe. Women and girls going to and from the depot of the Oregon Electric Rail road and of the Oswego steam line, at the foot of Jefferson street, are being harassed constantly by dissolute men. according to complaints made at police headquarters yesterday. Access to these stations Is through a district for merly thickly dotted by low-class grills and Inhabited by women of th under world. It is still frequented to some extent by a vagrant class, who assume that 11 women seen in the vicinity are of their own kind. Instructions have been given to. the police officers on duty in the district to arrest Idle persons loi tering about the stations.
