STATE ROADS FAVORED Washington Highway Commissioner Wants Stute-Ald Tabooed. OLTSIPIA, Wash., Feb. 8.-(Sperial.) Henry L. Bowlby, State Highway Com missioner, announced last night that the Legislature should let the state-aid road law alone for two years; make no ap propriations for state-aid highways and devote all energy toward building state roads. He declares that the public as a whole does not fully understand the state-aid law and says that in his opiu ion the method of forcing the construc tion of the highways is all wrong. He would allow the etate-aid law to re main idle for two years and In that time the people could find out Just where they want roads built and would petition for them. Mr. Bowlby said: " "The various communities should orig inate their petitions for roads. Now they are forced to take action in order to keep the appropriations from lapsing and this method Is all wrong. The Legisla ture could do nothing better to straighten out the highway question than Just to al low things to go along for two years just as though there was no state-aid road law on the statute books."
