THE MORNING OREGOXIAXi WEDNESDAY, JANUARY 25, 1911. of the territory, proposed to constitute the new county, haa been filed with the Secretary of State, tha Governor shall appoint threa disinterested residents of tha territory, all of whom shall be tax payer and one of them a surveyor and civil engineer, who shall make an Inves tigation of the territory to be Included In the new country. This committee Is required to file Its detailed recommen dation with the Secretary of State. If the committee reports adversely on tho creation of tha county, that will settle the question. If the report Is favorable, however, the Governor Is directed to order a spe cial election unlesa a general election will be held within alz months. In thst event the question shall be submitted at tha general election. Only voter re siding within the territory will vote on tha question and the bill must receive Ti per cent of the total cast before the new county can be created. The bill turned down today was In troduced by Thompson of Lake, and provided for the appointment by the Ftare Board of a commission of five members by which all initiative bills desired by the electors should be pre pared. Threa of the members of the commission wera to be lawyers, one an employer of labor and the fifth an em ploye. It was made obligatory on the commission to prepare all bills petitioned tor by electors, the object being to hsve the meaourea so prepared that the aver age voter would have an understanding cf the provisions of each, enabling the voters mora intelligently to pass on them. One by Eggleaton proposed piecing constables In districts having C00O population on a salary of 140 a month and at the same time allow certain fees. The other by Ilerce proposed tha creation of a high school fund Into which all cor poration licenses and inheritance taxes were to be diverted from the general fund and apportioned among the county high achools of the state. Another resolution baa been introduced In the Senate, this time by Senator Dlmlck. calling- for an Investi gation of affairs at the Oregon Insane Asylum, this resolution dealing; with a new phase of the situation and asking for a probe Into the question of em ploying help there. The resolution Is: Be it resolved by the Benate, that a com mittee of five be appointed to investigate into the method of the menacing of the Oregon State Insane Asylum and that said committee be and the same Is hereby au thorized, empowered and directed to care fully examine Into all of the disbursements made bjr or on behalf of said asylum, and the number of employes, the salaries paid to the same and the question of whether oi not it Is necessary to have the number of employes now on the payroll at said In stitution, and. It was House bill S4 by Representa tive Shaw, on of tha two Democ ratio members' of the House, and provided for the assessment of all appropriated waters In tha state, separata and apart from the lands to which they belonged. Another bill of similar import, also Introduced by Shaw, will be reported back from tha committee on assessment and taxation with majority and mi nority reports soma time this week. There are thousands of acre of lands In the state and owned by the state that are covered with water and would come within tha operation of the propoeed law. Fulton, naturo path, "read the riot act" to Senator Wood and several other Senators im mediately following adjournment this afternoon and declared that she intended to defeat tha medical bill which placea the naturopaths and osteopaths under the State Medtcal Board. She declared herself emphatically opposed to the pro posed measure and intends to make a vigorous ficht against it. Free Ferry for St. Johns 'Wins. STATE CAPITOL, Salem, Or.. Jan. 24. ( Special. ) Representative Abbott's bill, authorizing tha Multnomah County Court to operate a free ferry across the Willammette River at St. Johns, passed the House today unanimously The vote on the measure presented the spectacle of the Multnomah delegation being united and voting solidly.
