It was alto gether a tranaaotlon between West and tha United States Government. If he had no legal claim to th money, sure ly th stat did not. It should have been returned to the earn agency from which It was obtained Irregularly. Th stat had no claim to It and the fact that West turned th money Into tha stat treasury In no sens minim ised his offens against th Govern ment. If West was not entitled to th money, than th Government surely was entitled to th funds for It was from that source th funds wer ab- atraotad Improperly and Illegally. The foregoing facts may be substan tiated by any person Interested If he will refer to the record In th Federal Court In this city and th offlc of Secretary f Stmt at Salem. The record prove It- What th public would Uk to know Is: Was West entitled to tb mileage and fees he collected from ,th Government? If so, why did he turn any part of It over to th stat? Why was not th money restored to th Government, to which It belonged? Why did West charge against and collect from the state travel pay and expenses for making the same trip?
