14 1UMBEB FREIGHT RATE ADVANCED Southern Pacific Announces Increase From Valley Points to San Francisco. 3907 ORDER IS RESTORED BUrre Year Ago Interstate Com-UK-rce Commission Suspended Similar Increase, at Kali- J road Ketnrns 10 imj. A new tariff effective October 1. tncreaslng- the rate on rough reen lumber between Willamette Valley rolnt and Pan Francisco Bay points to IS a ton. wa received from the Ban Jranclsco office of the Southern Pa cific yesterday. The present rale from the Kast bide division to San Fr--lsco Bay point Is $3 40 and from the Vest bide division 3.5. Tfcla is the second attempt made oy the southern Taclflc to Increase the lumber rate between the points named to $5. A tariff to that effect was Is ttced in 107. but the Oregon A Wash ington Lumber Manufacturers- Asso ciation took the case before the In terstate Commerce Commission. The rate had been li lt and the Commission etfter a hearing ordered in the I3.0 And $I.5 rale. The company appealed. ut the Commission was sustained by the United States Circuit Court of Ap peal, from which an appeal was taken So the United States Supreme Court, jvhere the case Is now pending. The order of the Commission haa been n effect since October 15. 108. and xplre by legal limitation on October as. 110- ... . Southern Pacific official assert that they are within their legal rlghta in naming the Si rate again to become ef Xectlve on the day after the time limit on the Commission's order expires. The interstate Commerce Commission now fcas the power to suspend proposed ad vances in freight rates pending an In vestigation of the reasonableness of the Increase, and almost invariably the Commission haa eierrlsed this preroga tive recently when Increases In ratea (have been proposed. It is therefore probable that the pro Joaed IS rate will be suspended, par ticularly If objection are raised by h Valley lumber manufacturers. It is said that the Valley lumbermen fcave been finding It difficult In late months to meet the competition in the fan Francisco markets of the lumber mills located on tidewater, owing to the low fig-ore on lumber charters- Such charters are said to be weak now at 33 60 a 1000 feet. Railroad men say that green rough lumber runs about 83M pounds to each 1000 feet, so that even at the 3 rail rate the Valley lumber man pays about 15.50 a 1000 feet freight on lumber shipped to San Fran cisco as against 13.50 paid by the tide water mill. At the general freight of fices of the Southern Pacific In Port land no comment could be drawn from officials as to the purpose of the In crease in the rate. F. W. r.obtnson. reneral freight agent for the Southern pacific In Oregon, aald that the new tariff had been prepared In the San Franclsro office and that he waa not Biware that it had been Issued until yesterday afternoon.
