BROADWAY SPAN HELPED jRallroad Grants All Concessions De sired by City for Construction of Fine Viaduct Author- lzed by Voters. The City Council yesterday morning Adopted, by a vote of eight to four, the resolution by Councilman Annand, favoring the acceptance of the pro posals of the O. R. & N. Co.- relative to concessions granted by It to the Snunicipality in exchange for the va cation of the streets and a conclusion Df the negotiations between the com 2any and city as arranged by Mayor Simon and a special committee of the Council. Action by . the Council followed dis cussions of the subject by. Francis Clarno, Dr. C. H. Chapman and others, opposing adoption of the resolution en the ground that to vacate any streets is contrary to good public pol icy. The entire subject centers in the Broadway bridge project, as the rail road is giving all that is required by the city to build this span. Mayor Sjimon and the majority of the members of the Council regard the exchange as eminently fair and satisfactory to the vity. How Council Vote Stood. Councilmen Annand, Belding, Cellars, Drlscoll, Dunning, Menefee, Wallace end Watklns voted for, and Councilmen Concannon, Ellis, Kubli and Lombard voted against the adoption of the reso lution. The resolution directs the City At torney to draw up the legal documents necessary to the conclusion of the ne gotiations, the ordinance vacating the etreets and all papers concerning the transaction. The Council also passed the new building code, which has been in course of preparation by a special joint com mittee of Councilmen and architects Xor months. Mr. Watklns opposed action at this time, but the majority of those present voted to pass the code. It was originally designed to go into effect October 1, 1910, but it was amended to take effect January 1, 1911. Its pro visions are numerous, but it is said by Its friends to raise the standard of building construction and is proclaimed toy them to be one of the most modern codes in the country. During the session of the Council, Mayor Simon, Councilman Annand and City Engineer Morris participated in an unusual incident concerning the bitulithlc pavement on Nineteenth, from Couch to Lovejoy streets. Mr. Annand wished the Council to pass the assessment ordinance, involving $100,000, notwithstanding the remon strance of four well-known citizens. Who declared the pavement to be unfit Xor acceptance. Pavement Held Too Soft. The remonstrators declared that the pavement is soft in places, and Mr. Annand proceeded to state that this Is an Indication of unusually good ma terials and proper workmanship. He eaid he thought Mr. Morris would sub stantiate this. Mayor Simon remarked that he had seen the pavement and did not consider it a good job. Mr. Morris then entered the Council chamber and said that the softer a pavement is the better, just so a horse will not mire In it. "That may be," said Mayor Simon, "but that pavement does not look good to me, and I do not believe it was properly laid." Mr. Annand then moved to refer the remonstrances to the Executive Board and to pass the assessment ordinance, ilayor Simon plainly showed his dis pleasure at this, asking Mr. Annand why such haste. Mr. Annand said it could do no harm to pass the ordinance, but at that Juncture Mr. Ellis objected and the ordinance was laid over. The Council Adopted the report of the liquor license committee, recommend ing revocation of Clarence Blazier's restaurant liquor license, but the ordi nance revoking it will come up this tnorning at the adjourned session. Ex-Mayor's Wife Elected Director. COTTAGE GROVE, Or., June 22. (Spe cial.) At the annual school meeting Mrs. Addle E. Job, wife of ex-Mayor B. R. Job, was elected director by a large ma jority. Mrs. Job is prominent in social circles and Is a leader in the Woman's Club and other societies. J. K. Barrett, present clerk of the board, was re elected. Funds were voted at this meet ing to beautify the grounds surrounding the school buildings. Weston Names School Directors. WESTON, Or., June 22. (Special.) At .the district school election In Weston yesterday, William MacKenzle was elected director to succeed F. E. King, whose term had expired. Mrs. Minnie Walker tendered her resignation as di rector, and J. M. Banister was elected ;to fill the vacancy. Both of the new I members are wealthy farmers. J. F. iKershaw, assistant cashier of the local bank, was elected clerk. Dawson Captain of Company E. COTTAGE GROVa Or., June 22. (Spe cial.) Company E, Fourth Infantry, Ore gon National Guard, last night unani mously elected B. K. Lawson Captain. i This office was left vacant some time I ago by the resignation of Captain J. C. I Johnson. Captain Lawson has been iden tified with Company E since its organi zation. He is also a city alderman and the builder of the Lawson block. Ladies' Band to Play on Fourth. WESTON, Or June 22. (Special.) I 'me .Ladles' Band of Weston will be a Fourth of July attraction at Pasco. The band received half a dozen celebration ofTers, and that of Pasco was accepted. The organization Is not only an Inland Empire novelty, but Is becoming: very proficient under the leadership of Ed gar L. Smith, of Walla Walla. NO LONGER CUSTODIAN -Airs. Goode Objects to His Handling of Husband's Estate. Samuel G. Reed, who resigned months ago as administrator of the H. W. Goode estate, filed In the County Court yester day a petition asking that the court re lease him from further responsibility as custodian of the estate, and clear his bondsmen. After hearing Mrs. Edith F. Goode's objections to Reed as administrator, and her claims for damages from him for what she regarded careless handling of the estate, the court decided that only iSlOlO. which Reed had on hand, was due ier from him. Judge Cleeton released him from further responsibility, and accepted it as though paid to Mrs. Goode personally, aa she can have the money at any time by calling for it. Mabel C. McCrum was appointed by County Judge Cleeton yesterday morning administratrix of Mary Elizabeth John son's estate. It is valued at $4000. Miss McCrum put up a bond of $2500.
