14 THE MORNING OREGONIAN, TUESDAY, MARCH 29, 191Q. 'CHINK' GOES BUCK Ferry Fails to Save Chow Lut From Arrest. DEPORTATION TO FOLLOW Companion of Oriental Will Now Be Tried Immigration Officials Plan to Break Vp Conspiracy to Defeat Federal I jaws. Arrested at the Vancouver ferry-landing on arrival from Washington. Chow Lut was yesterday given a hearing be fore United States Commissioner Can non and ordered deported. The China -roan said he was born In San Francisco, but did not know how he reached Port land, what it cost him, the railroad he came -over, the name of the city, the name of his father or mother, or where he resided. In coming to Portland he just followed the crowd, he Bald. The Chinese was accompanied by three other members of his nationality. They will be immediately tried. In an effort to defeat the efforts of their country men who teach prisoners the Information which will qualify them to answer ques tions usually propounded by the courts. A large number of Chinese have re cently attempted to reach Oregon by way of the railroads running through the State of Washington. Immigration offi cers are anticipating that the scheme to defeat the immigration laws Is wide spread and involves many of the better known Chinese residents of the two Etates. The Chinese come to the Columbia River and disembark from the rails, in variably attempting to cross at some or the ferries. It was stated last night by a Govern ment official that the Investigation of the scheme would show that large num bers of the foreigners cross the river in rowboats, and that the few who use the ferries are intended to be captured, they being the brightest of the crowd and more able to quickly learn the informa tion which is given them on arrival. EX - POSTMASTER DEFENDANT Government Would Collect Money Withheld From Receipts. Having thus far failed in an effort to secure reimbursement from Con gress for money expended which ne Insists was expended in employment of additional clerks In the postoffice at Nome, Alaska, ex-Postmaster F. W. Swanton will this morning appear as defendant in the United States Court In a civil action. The Government is asking a judgment against Mr. Swan ton in the sum of $2250. Mr. Swanton was postmaster at Nome in 1904 and 1905. Luring six months, or two quarters into which the fiscal year Is divided. It is charged mat he employed additional clerical help without authorization from the Postmaster-General. The money was taken from the receipts of the office and was represented by vouchers when the quarterly setlement with the depart ment at Washington was submitted. The vouchers being rejected, Mr. Swan ton was called upon- to make good the amount. Alaska Delegate "Wickers-ham intro duced a bill in Congress for the reim bursement of the postmaster, which ailed of adoption. Should the hearing develop the fact that the money was necessarily spent in handling the busi ness of the office at Nome, it Is thought probable that Congressional relief may be extended the postmaster, that having been the custom in years past. , Charles A. Kram, attorney for the Treasury department at Washington, arrirved in the city last night to repre , sent the Government In the trial. He will be assisted by Walter H. Evans. United States Assistant A-ttorney for Oregon. YORAN HEADS EUGENE CLUB Valley Town Will Send Delegation to Open River Congress. EUGENE. Or., March 28. (Special.)
