Mother Says Her Parents Treated Her Worse -Citizens Discuss Father's Punishment RAYMOND,- Wash., March 4. (Special.) For cruelly beating their 3-year-old son with a razor strop and a broom-stick when trying to teach it the alphabet, Mr. and Mrs. H. I Baselin were fined $50 each after a trial before Judge EHwood in the Police Court. Neighbors, who lived In adjoining flats. Instigated the com plaint again? the parents. Mrs. Baselln's fine was remitted during good behavior, but Baselin must pay or mo to jail. Neighbors testified to the beatings that had been Inflicted, and Dr. -Perry, who attended the child at the hospital, told of the severe bruises an examination had disclosed. The parents defended their action by testifying that the- child was ungovern able and that one severe beating had been administered because the little one had told its mother to shut her "d mouth." Mrs. Baselin testified that she was brought up even more cruelly, but she admitted that she had been com pelled at times to defend the little one from the fury of the father. The trial caused excitement in the town and some citizens advocated summary physical punishment for the father. The child 'was returned to the hospital. No plan for Its care has been decided upon. REMOVAL TO BE DELAYED Eugene Postofflce Waits Installation of Light Fixtures. EUGENE, Or, March 4 (Special.) It (has been generally expected that the postofflce would be moved Into the new Federal building by April 1, but the con tract for the installation of the lighting fixtures has just been let to a San Fran cisco firm, with three months In which to complete the work. This means that Postmaster Page and bis force will occupy the present location until the middle of the Summer. "Union Labor Holds Social. EUGEXH Or., March 4. (Special.) WEATHER CONDITIONS. A moderate disturbance is central this evening over British Columbia and the bar ometer has fallen generally in the North Pacific States and In Northern California. Light rain has fallen In Western Washing ton and cloudiness has Increased In Eastern Washington and Northern Oregon. It is slightly cooler between the Coast and the Cascade ranges of mountains, while In Eastern Oregon, Eastern Washington and Jdaho the temperature has remained nearly stationary. The river at ' Portland came to a stand about 2 P. M. at a stage of 19.1 feet and It will fall slightly Saturday and a little more rapidly Sunday. The Columbia River is rising rapidly. At The Dalles the rise In the last nine hours was 1.1 feet and the stage at 5 P. iM. was 1S.9 feet, which is unusually nign lor the season of the vear. At Umatilla the stage at 8 A. M. was 12.3 feet and the rise during Vhe preceding 24 hours was 2.1 feet. The Snake River was till rising at I,ewlston this morning and by next Tuesday morning there will be suffi cient water in the Columbia to cause 13 feet of back water in the Willamette pro vided that stream was at Its ordinary low Bummer stage, but being at flood stage, the Columbia will hold back the Willamette waters and they will run out much slower man wouia otherwise e the case, so that flood stage In Portland will last a week or longer, nut tne present high stage will not be maintained and there will be a slow fall in tne Willamette lor several days. The conditions are favorable for rain 6at ' -urday In Western Oregon. Washington and In Northern and Southeastern Idaho, with, lower temperatures In Southwestern Idaho. FORECASTS.
