Special price, each P OI BILLBOARD BILL HALTED COUXCILi COMMITTEE RECOM MENDS "XO PASSAGE." Garbage Crematory Loses Also, but Council Will Undoubtedly Pass Appropriation. By unanimous vote yesterday, the City Council Committee on health and police recommended that the proposed billboard ordinance, drafted by Coun cilman Ellis, do not pass. On the ordinance appropriating $120,000 for construction of a garbage crematory, the vote was two to -one that it do not pass. The action relative to the billboards will undoubtedly be sus tained by the Council next Wednesday, but the other will probably be passed. Ow.sr to the provisions of Council man Ellis' proposed ordinance to regu late billboards, the committee voted unanimously to reject it. These were limiting the height of the boards and compelling, the company to secure con sent of the majority of the property owners before placing any of the boards on a block. Councilmen Lombard. Watkins and Concannon, comprising the committee, took the view that such provisions were unconstitutional, and therefore, they state, rejected the en tire measure. This is the bill in which Mayor Simon is deeply interested, it having been drafted by Mr. Ellis at the Mayor's re quest. Unless some relief is afforded by the Council, the Mayor declares, he will have an ordinance placed before the people next November at the gen eral election on an initiative bill. Concerning the proposed ordinance appropriating funds for a garbage cre matory. Councilman Watkins took the stand that the Council should act fav orably, the Board of Health having re jected all bids. Lombard, the commit tee chairman, and Councilman Concan non voted against the ordinance, which will come up for action next Wednesday morning. The crematory muddle seems near a solution, and next Wednesday, it is believed, the ordinance carrying the appropriation will be passed, as re quested by Mayor Simon and the Board of Health, even with Councilman Dev lin absent. If It is the Board will at once call for bids, and. upon selecting one, will at once proceed with the con struction of the crematory, which will be built on the site of the present one on Guild's Lake. - MAN SAVED UPSIDE DOWN John O'Brien Pulled From River by H,ook in Seat of Trousers. John O'Brien, while staggering about the Ash-street dock Thursday night, fell into the river, 20 feet below. Members of the crew of the steamer Ruth, moored at the wharf, saw the man fall and threw him life-preservers and ropes, but the man in the -water was not sufficiently "awake" to take advantage of them. George Weston, deckhand on the Ruth, taw O'Brien's danger and caught the hook of a long plkepole in the seat of the drowning man's trousers and pulled him from the water. The trousers held with out ripping, and O'Brien, sobered by his icy plunge, thanked his rescuers and hur ried away as. he heard the police patrol approaching in answer to a hurry call I that had been sent in. LOBSTERS COMING WEST YAQVINA BAY CHOSEN LOCA TION FOR PROPAGATION". Eastern Fish to Be Shipped to Pa cific Coast for Experiment by Government Bureau. Under the direction of the Government fisheries bureau an experiment of con siderable magnitude ia to be made on the Oregon Coast in the propagation of Eastern lobsters. Negotiations have been opened for the transportation of a carload of young lobsters from the Atlantic Coast over the Harriman lines1 to Yaquina Bay and the company has agreed to carry them over its lines free of cost, believing that the effort may result in the establish ment of an industry of importance in Oregon. Yaquina Bay has been chosen after in vestigations made at various points in the effort to secure a breeding ground, as near like the Eastern habitat of the lobster as possible. Individual experi ments, it is said," have heretofore been made at Puget Sound points and have been attended by more or less favorable results, but these experiments have been on a small scale. The lobsters commonly found in the Portland markets are taken from California waters and differ as materially from the Eastern lobster as does the Pacific Coast oyster from the Eastern oyster. The California lobster is a sort of over grown shrimp and does not possess the large, meaty claws of the Eastern lobster. ORDINANCE FOUND MENACE Mayor Finds Xoophole in Permit for Blasting. Mayor Simon yesterday filed a mess age vetoing an ordinance passed by the Oty Council last session, granting to T. A. Sweeney a permit to do blasting in Riverside Homestead tract. The Mayor objects to the loose language of the measure, declaring that it does not prop erly protect the public, and proceeds to make suggestions for additional provi sions the first time during his term of office that be has done such a thing. His suggestions are: Limiting- the quantity of powder to be used, the amount thereof to be determined by the City Engineer. Provide that before any blast ia put off sentries shall be placed upon the highways In the immediate vicinity where the blasting Is done so as to warn persons traveling in the vicinity of the danger that may be ap prehended frnjn such blasting;. Provide that the City Engineer should be notified so that he may have someone on the ground before putting out any blast, if he deems the same necessary. Prohibiting in the blasting what Is known, as "bulldoslng." 'Provide that the authority granted by such ordinance shall terminate at some par ticular time, and not leave it open so as to require affirmative action on the part of the Council by the passage of an ordinance.
