S::DEAL WILL GO THROUGH Clearing House Will Lend $300,000 to German-American Bank Direc tors Individually and End ' Oregon Trust Affairs. , It is now known that the negotiations : by which. It Is expected a financial deal will be consummated between the Port lland clearingr-house and the directors of fthn German-American Bank to enable the latter to settle the J300.000 in unpaid act-counts of the old Oreson Trust & Savings Bank are not being long drawn out be-f-cause of a hitch in the proceedings, but merely because of the vast amount of details involved in a. proposition Involving i so great a sum. It is further known that the negotia tions are confined solely between P. L. ("Willis, one of the directors of the- Ger ' man-American, and tlio committee ap- . v.nu uy me ciearins-noiise irom among MtB-members to conduct the deal. It is I also regarded as highly probable that the deal will go through and that the money j will be advanced by the clearing-house as personal loans to the directors of the fGerman-American Bank as individuals ' and not on behalf of the German-Ameri-fcan Bank. The result of these negotiations is vir- tnally in the hands of Mr. Willis, who is ' acting both for himself alone and asso ciate directors. Owing to the fact that Mr. Willis has agreed to supply the greater part of the securities upon which ; the loan will be made, the arrangement ; of the details of the transaction were placed in his hands to effect the most ad vantageous result. It is said upon good authority that the general lines of the plan laid before the clearing-house for this deal at Its annual meeting met with the general approval of the association ' and that no definite conclusion had been reached because of the details now being straightened out. The deal under consideration does not in any way at present involve the German-American Bank, which will con tinue to do its business as heretofore. As 'Boon as Mr. Willis and the committee reach an agreement the committee will file its report with President William A. McRae and the result of the negotiations be made known. Until then no authen tic announcement is likely to be made. The fact that the negotiations are still i pending and that they were not dismissed at once by the Clearlng-House Association , Indicates that the two parties are not widely separated. In the meanwhile President McRae, of ' the association, Mr. Willis and S. G. ! Reed, president of the German-American Bank, maintain the most persistent si lence with regard to the conditions of the deal. STRANGERS' CLUB TO MEET Y. M. C. A Organization Brings New comers Together The Strangers' Club, one of the auxi liary organizations of the Portland Toung Slen'e Christian Association, will meet tonight at 7:30 o'clock, in the lobby of the Association building. This club was founded several months ago and has been growing rapidly. Anyone who has been In Portland less than six months is wel comed to its meetings and to member ship. There are no fees and the sole purpose is to make strangers in the citv feel at home and to get them in touch with the Y. M. C. A. work. Tlie programme for tonight has been announced in ranch terms as follows: "Round-up." "Rucking Contest." "Brand ing." "Ornery Critters." "A Hot Wind on the Prairie." Just what -these terms signify will not be known until tile meet ing tonight. The Strangers' club has attracted wide attention in Y. M. C. A. circles. In the current issue of association men, the official publication, printed in New York, the organization is described at some length and commended to associations in other cities. Through the Y. M. C. A. in New York the Portland Association is often able to get in touch with im migrants from foreign countries bound for this city. These men are usually greatly surprised and pleased to be met by an association secretary in Portland who offers to help them in any way pos sible and hands them cards giving them ;for a time, the privileges of the associa Kn. !; LETTER CAUSES ARREST j ; i Tometlo Formerly Employed by Mrs. Sophie Jones Complainant. Accused of attempted extortion and , of sending a threatening letter to a woman formerly in her employ as a , domestic. Mrs. Sophie H. Jones, pro prietor of a boarding and .rooming-house at 289 Salmon street, was arrested yes terday afternoon by Constable Wag , per and reputy Constable Kiernan and taken to the County Jail. ; Information against Mrs. Jones was L ?rfpared, by Deputy District Attorney ltzgerald and a warrant issued from - the Justice Court. Cora Russell, the complainant, alleges that she left the employ of Mrs. Jones, unable to collect - 4o in wages. MrL Jones " today"5 arraiKned be'ore Justice Olson HOME INVESTMENT URGED AVoodmen Reserve Fund. Foley Sug gests, Should Stay in Own State. John W. Koley, past head consul of th Woodmen of the World for the Pa cific jurisdiction, arrived in Portland yesterday on a tour of the nine states included in the Jurisdiction to which he belongs, and will be entertained while here by the combined camps of the order in Portland. Among the various plans Mr. Koley has for the general improvement o't the order is to have the $3,000,000 ln the reserve fund invested in the re spective states which furnished it, and he will advance this plan to the gen eral convention to be held in Portland next July. The Pacific Jurisdiction has Invested already $1,000,000 outside of the Juris diction, and this, Mr. Foley thinks, is a mistake. It is his opinion that all the reserve fund should be invested ln Interest-bearing improvement bonds which will provide a revenue for the Order, and at the same time will Inter est the public to such an extent that it will bring In more members. Portland has 14 camps, and about 8000 members of the Woodmen of the World, but not one dollar of the re serve fund is invested in Portland bonds. Mr. Foley, who came from Seattle, yesterday, will go from here to Cali fornia, his home being in Los Angeles. He was the guest of honor last night at a banquet given by local members of the Woodmen of the World at the Commercial Club, and tonight It Is planned for him to meet the local mem bers of the order at a general meeting to be held in the Woodmen of the World Hall. 128 Eleventh street. The Pacific Jurisdiction includes Oregon, Washington, California, Ne vada, Wyoming, Idaho, Utah, Colorado and Montana. ALARM WIRES 10 BE CUT AUTOMATIC COMPANY CANNOT USE SYSTEM OF CITY. Mayor and Chief Campbell Oppose. Municipal 'Wires to Be Laid Without Delay. Mayor Simon has announced that he is opposed to the proposal of the Na tional Automatic Fire Alarm Com pany to use the city's rlre-alarm sys tem for its service, and he has di rected City Electrician Bavarian to pro ceed with the laying of the municipal wires in the conduits without delay. This means that the Automatic Com pany's lines will be cut, thereby dis connecting its system and making it useless to customers. "I dislike to take such steps," said the Mayor, " but it became necessary for me to do so in order that the city should not be blamed for holding up the laying of wires in conduits, as re quired by ordinance. After making an investigation I found that It would cost not to exceed $300 to change the wires of the Automatic Company, but its officers pleaded that they were un able even to raise that small sum, and I instructed the City Electrician to proceed with the underground work on the city's fire-alarm wires." The Automatic Company for a long time has been trying to get the con sent of the City Council to connect its wires with the city system in the con duits covering the underground area, but has failed to do so, owing largely to the fact that Fire Chief Campbell opposes it. He declares it is a dan gerous thing to allow any private concern to use the city's wires. He is willing the company should install its own system and connect with fire de partment headquarters, but will not consent to the use of the city system by any company, and Mayor Simon de clares that the Chiefs attitude is cor rect. FAMILY FIGHT IS TRIPLE Three Brothers, AYivcs and Tots Oc cupy Same House Fathers Fined. Three brothers, William, August and FVed Freter. were arraigned before Judge Bennett yesterday morning for flphtlng. Each was fined $30. The row occurred the nlg-ht before in the Freter home, at 374 East Sixth street, where all three brothers and their families live. The quarrel was caused, it was testified, by the wife of William striking the little daughter of August. In the fight that ensued all the adults of the three families were In volved. Chairs were broken, knives were used and blood was shed. One of the broth ers, who was shaving when the scrim mage started, was seriously cut on the head. Patrolmen Fuller and Bales were sum moned and took the three brothers to the police station in the patrol wagon. REPORTS MEN DROWNED French Craft Sailed From Portland Last September With Full Cargo of Wheat -Brief Message to Merchants Exchange. DVBLIKT. Feb. 1. Arrived. French bark EmiUe Siegfried from Portland. Four of crew drowned January 20. The above message was received by the Merchants Exchange yesterday morning and carries the first informa tion relative to the loss of four mem bers of the crew of the French vessel while at sea. The manner In which the men lost their lives was not stated, but It is probable that they were washed overboard during heavy weather. With one or two exceptions the crew of the Emllle Siegfried were Frenchmen and came to Portland ln .the ship. The Emilie Siegfried is a French bark and sailed from Portland September 34 with a full cargo of wheat for Dublin direct. She had a good run outward, having completed the passage from the Columbia River to Dublin in 127 days. She was evidently close in when the accident happened. Heavy gales were reported off the British Isles during the latter part of January and it Is prob able that in one of these squalls the men were carried overboard. The Emilie Siegfried was commanded by Captain Polles. The cargo was dis patched by Balfour, Guthrie & Co. COMMANDER ' ELLICOTT BACK Inspector of Lighthouse District Makes Personal Observations. After a. ten days' tour of inspection of the light stations on the Southern Oregon Coast and the aids of navigation on Coos Bay. Commander J. M. Ellicott, inspector of the Thirteenth District, has returned to Portland. Commander Ellicott made the trip to Coos Bay and out again via Drain. He visited the light at Umpqua and also Cape Blanco before taking up the matter of aids on Coos Bay. Commander Ellicott will recommend the blasting out of Guano rock at the entrance to the Bay. The rock la a menace' to navigation and Is marked by a. small second-class buoy. A first-class aid will be placed at the rock, as the one now marking the place Is dragged under by the heavy ebb tides. The Chamber of Commerce of Marshfield has requested the co-operation of the Oregon delegation ln Congress In securing money for the blasting of the Guano rock. After a. personal examination of the outer Jetty buoy. Commander Ellicott has decided that it Is in the correct position and need not be changed. The buoy Is at present 1000 feet from the outer end of the jetty. Several of the Coos Bay pilots requested that it be moved 500 feet farther in. Captain Macgenn. of the Breakwater, protested against the removal of the buoy. RAYMOND, Feb. 3. (Special.) The steam schooner Carlos, Captain Donald son, Is loading at the Clerin-Hamilton mill and will finish at the Willapa, tak ing on a general cargo of lumber for San Pedro and Redondo. The Carlos had been running to Aberdeen, but as the mill, at which she had been loading is shut down, she secured a charter from Baxter, of San Francisco, to come to Raymond. i Breakwater to Make One More Run. ASTORIA, Or., Feb. 3. (Special.) Captain Mcgenn of the steamer Break water stated before the vessel sailed for Coos Bay today that the steamer will make one more round trip and then proceed to San Francisco for a general overhauling.
