EAST WILL FIGHT TUFT'S Opposition to $10,000,000 Loan for Reclamation Will Be Strong. West has already met with unusual criti cism In the Rast; and It is daily becom ing more apparent that the legislation, when proposed next W inter, -will be vir orously opposed in both Senate and House of Representatives. A number of Influential Eastern news papers have criticised the proposed bond issue, as unnecessary and inadvisable. These papers reflect the sentiments of many Eastern men In both branches of Congress men who have never been In sympathy with the policy of reclaiming the Western deserta by Government aid, and at the proper time these men tvill line up asalnst whatever bond legisla tion may be, presented. Cannon Will Lead Opposition. Speaker Cannon unquestionably will op pose the. bonding proposition. He waa out of the most determined opponents of the reclamation bill when It was before the House and. but for the powerful counter-influence of rresldcnt Roosevelt, would have killed that measure notwith standing at that time he had not yet be come Speaker. From that day to this Mr. Cannon has been opposed to any leg islation which would tend to perfect the National reclamation law, and always he has been successful. Mr. Cannon, as chairman of the appro priations committee, when he was fight ing the Irrigation law. predicted that the time would come when Congress would ne asked to make direct appropriations for constructing Irrigation projects, and he declared his purpose to tight all such legislation. The bond issue. It Is true, is not In anv sense a drain upon the Fed eral Treasury, for it Is proposed to re deem the bonds out of the reclamation fund Nevertheless. Mr. Cannon will en ter objection, and his opposition will carry much weight. .Narrow Eastern Views. Lined up behind the Speaker will be that strong Eastern element that has never understood or never believed In the Irrigation policy of the Government. Among them are men who believe the Government should have left the reclama tion work to the states: those who be lieve private enterprises alone should have undertaken the reclamation of the desert, and those who take the narrow view that the Government should not enter upon a poller which will benefit only one sec tion of the country. Before the Eastern pessimists or ob jectors can he won over or a sufficient number of them to make the bond Issue a possibility, a campaign of education must be carried on at both ends of the Capitol, and these men must be made to understand that practical business methods call for the Immediate use of more money than Is available In the reclamation fund act at the present time. Apt Retort From West. If the sectional line is drawn, Western Senators and Representatives probably will make use of the fact that the tariff bill passed at the recent session was manifestly a measure of greater benefit to the East than to the 'West: that the "West was compelled to bow to the de mands of the East before that measure could be passed. Having made that con cession to the East the West will de mand a return of favor on this Irriga tion bond bill. That argument, even such leaders as Senators Aldrich, Hale and Crane can not overlook, for those men were deeply Indebted to Western Sen ators for their votes on the tariff bill, and those same Western Senators will, without exception.' be demanding Eastern support of the bond-Issue bill. MILWAUKEE HAS BIG DEBT Mortgage for $100,000,000' Is Given to V. S. Trust Company. MONTES.VNO, Wash., Oct. 15. (Spe cial.) A first mortgage of $100,000,000. given by the Milwaukee. St. Paul & Puget Sound Railway Company to the United States Trust Company of New York was filed, here yesterday. The document Is in book form, and the Auditor's office figures that the filing fee will be about $70. Henry 3. Rowe, the local agent for the Chicago, Milwaukee & St. Paul Railroad, which is the parent of the Milwaukee, . St. Paul & Puget Sound road, stated last night that he believed the mortgage given by the latter to the United States Trust Company was simply the settle ment for the financial backing the road has received in Its extension, and that It has no significance of Importance. WALLA WALLA DRIES BUSY Senator Cox Starts Petition for I-ooal Option Election. TVAXjUA VAXJA. Wash., Oct. -15. (Special.) Headed by State Senator D. H. Cox. the Walla Walla local option club started 13 petitions in circulation to day calling for a special election on local option. Monday, Zecember 20. The move was kept quiet until the peti tions were sent out and it came as a aurprlsa to fhe liquor men. All peti tions were signed readily. The SOO neces sary names, it la thought, will be secured before tomorrow evening. . . Senator Cox said: "I made my cam paign on the issue last year and won, and I am confident the move started to day will result in this city going dry."
