At the expiration of his flve-mlnute time allowance thpre were cries from all parts of the ouildlng for Mr. Farrell to "go on." A vote was taken and finally the Idaho man was allowed to proceed, which he did after a rough and ready fashion which brought cheers and ap plause continuously during his address. "I have bn a setter in Idaho for 25 years'," he rhouted. "and there are many who have lived there with me during that time. They have worked hard to make homes. And now after a quarter of a century, the Washington Power Com pany, one of the many which threaten our very live.', has dammed up our valley, overflowed our lands, drowned out our crops and many are about to lose their very means of livelihood. Threatens to Vse Dynamite. Tm not an anarchist, and I want to see the law obeyed, but I want to say that there are men In my town who will mash that dam with dynamite and send a 40-foot wall of water down this valley, and what will happen to Spokane, will make the Johnstown flood look like a com mon shedding of tears if something is not done." The aged man trembled with excite ment as he spoke and cheers and cries of "good." followed his outburst. The chairman's gavel stopped him. Ex-Senator Wilson was seemingly in less of a bellicose mood. He started read ing from a typewritten manuscript, but It became evident as he proceeded that he had something on his mind aside from typewritten paper. Suddenly he flung aside the totes on Irrigation, peaceful homes and deserts that blossom as the rooe. "There may be those that do wrong In this land." he shouted. "There may be water power companies that disobey the law. But I want to say here that I Wand for Richard A. Balllnger and I shall hear no man say he is dishonest. Wilson Does JTot Mince Words. . "I. too. am an early settler. I have seen suffering, toll, peaoe and happiness In this state, but today for the. first time (shaking his finger at Mr. Farrell) I have heard anarchy preached from the plat form in Washington. "I am here in defense of Balllnger. and If It is necessary I am here to de fend his superior. President Taft. What they have done they have done under the law because they believe in the law. It Is for the people to support the Gov ernment and not the Government the people, and for this reason I say that private enterprise should reclaim these deserts." There was wild cheering at the conclu sion of this outburst, and as Air. Wilson resumed his manuscript there were cries of "throw the papers away." "take off your glasses and Just talk." But the speaker evidently had "had his say." for he continued his reading about peaceful valleys without interruption, and the final Balllnger incident of the day was concluded. One of the Interesting addresses of the day was that by Mrs. Emmons C. Crocker a delegate from the Federation of Women's Clubs. She said that women first came on a par with men when President Roosevelt invited Mrs. Sarah Plart Decker to attend the gathering of Governors to discuss National conserva tion. Gooding Tells of Work in Idaho. Dr. A. C. True, director of the office of experiment stations spoke on the scope and purpose of the National irriga tion Investigations. Ex-Governor F. R. Gooding, of Idaho, told of the work done In his state under the Carey act. He said that in five years the lands under ditch in the Twin Falls projects has come to a point where the beet fruit crops in the Western states are produced through irrigation Paul C. Clagstone. speaker of the Idaho House of Representatives, made a plea for aid from the Congress In obtaining drainage for the lands In Northern Idaho, not only to aid In reclaiming the land, but to fight the malarial mosquito pest In that region. R. H. Thompson. City Engineer of Se attle, read a technical paper on pumping for irrigation. Pueblo's Choice Likely. The politics of the Congress appears to be at an end with the choice by the permanent organization of B. A. Fowler, of Phoenix. Ariz., as president, and of Arthur Hooker, of Spokane, as secre tary, for the permanent headquarters. These selections will be presented to the congress for confirmation on Sat urday. There appears to be no contest In store for Pueb.o. Colo., as the next place of meeting, and this selection will be confirmed on Saturday. The only contest of consequence at present beams to be that over the adoption of the resolution asking for a Federal bond Issue of $5. i00, 000.000 to be used in aid of irrigation.
