The first was that the veto power shall not be resti-d In the. Mayor. The executive shall have power to appoint the Ooun cllmen as heads of departments, to transfer them to different departments. If their services he unsatisfactory to him. and shall himself hare the power and authority of a Councilman, to leave his chair and oppose or defend a motion - en the floor. The second point wu to prohibit the circulation of petitions for the recall of officials until ten days after their filing with the City Auditor, and even then only after proper marks of Identifica tion are placed upon them so that they may be easily traced. The Idea of this amendment, suggested by Commissioners F. E. Beach and R. W. Montague, is to prohibit the circulation of recall peti tions secretly and within 24 hours after the election of an officer, as was possi ble under the -original draft. A motion of Mr. Beach. Increasing the recall vote from 25 to SS per cent, and embodying a simi lar safety Idea, was referred to the com mittee on legislation. Ten Members Are Present. Ten members of the Charter Commis sion talked for nearly three hours before they aaxeed upon the points named. In the absence of Chairmaa Henry K. Mc Ginn. H. H. Newhall presided, and one of the first sneakers who asked recog nition of him was Commissioner F. V. Ilolman, one of the frame re of the pres ent charter. Mr. Holman said that under tiie proposed - charter the Mayor would have the extraordinary power to change the heads of department and the power to vote, but not the power to veto. He would have no power to remove a Coun cilman, because all would be elected by the people. "As it is now we have turmoil," eaid Commissioner John F. Logan. "Under our proposed charter there is a shifting of responsibility. The Mayor may leave his chair and talk to the Council. If he has any objections to an ordinance he can point them out. Our prment Mayor does not hesitate to get out and defend him self. Jf we always had Mayors like him and they had a speaking voice in the Council. Portland would be in better shape than It Is now." Bad Results of Veto Power. "'There are 400 cities engaged in the tank of revising their charters and their trend Is to the system of govern ment out here." said Commissioner C. II. Chapman. 'The veto power Is not best for municipalities. If we set the Mayor off In a place by himself, a con spicuous place he may. to use a com mon expression, play to the galleries, and say the 'other fellow did It." The veto power has been a mighty moral weapon in the hands of strong-minded governors, who used It to curb corrupt legislatures. In cities it has never been harmonious with efficient gov ernment. "I have, but Grover Clevelands are very rare in the history of municipali ties. Our own Mayor uses the veto power with efficiency, but in the long run the veto is vicious and ineffective." "But in the evont of a tie vote our proposed charter gives a membership of eight, four one way, four the other, how will you fix the responsibility?" asked Mr. Montague. "A tie is by no means unusual, and the smaller the body the more possible the tie." 'That Is a matter which we must consider." assented Ir. Chapman. Woulir Hare Seven Members. "It Is very Important," said Mr. Mon tague In a tone that indicated that he had been inquiring Into public needs. "If a bridge should be needed urgently and the vote on It should be a tie the people could not wait for the recall to take effect. The number of members should be reduced to seven, sg aa to eliminate the tie question." Commissioner Theodore B. Wilcox said the legislation committee, of which he was a member, devised the section In the belief that the public would be so educated in municipal matters that only good men would be chosen for the offices of Councilmen and Mayor. Under it, he satd. a petition for the recall of a Councilman or any other elective officer who had of fended the liquor or paving Interests, or any other Interests, might be circulated In the night and have is-H) sluners before morning. The petitions could be circu lated In saloons by Irresponsible persons and signed bv those who would not care to acknowledge their signatures the fol lowing day. He had heard of the circula tion of such petitions, he said, and he be lieved It for the best interests of the com munity to prohibit their circulation within 2u days after their filing with the City Auditor, so that the public might have full knowledge of their contents. Commissioner Montague was In accord with Mr. Beach's opinion, and forthwith drafted an amendment that any person seeking the recall of an officer must first fl'e his petition with the auditor and give the came of the circulator, so that It cou!d be easily traced. "The public may easily ascertain then," he said, "whether the petition Is backed by barroom heelers and sluggers or by any other interests the Councilman might nave tfnded." The motion was carried, but the period waa decreased from 20 to 10 days. 'Wants Percentage Increased. Holman and Kavanaugh voting for It. Commissioner J. K. Kavanaugh pro posed a change In recall which in effect was that the vote should be on whether the man subject to the recall should noia office. This was amended by Commis sioner Rynerson so as to read that If the successful candidate were recalled the of fice should go to the man who received the next highest vote for the office at the same election. "The opposing candidate might start the recall," suggested the practical Mr. Beach. "It would be easy for him to get signa tures." said Mr. Kavanaugh. "On a ref erendum petition, 360 signatures were ob tained within 12 hours. In a barber shop hundreds of people signed the petition, although it was against their personal Interests." "'They were disinterested parties." said Mr. Holman grimly. On motion of Mr. Montague the matter was referred to the legislation committee with Instruction to report as to the nature and form of election. A second motion by Mr. Kavanaugh was also referred to the committee on legisla tion. The entertainment of the American ComsMESion to the Jap anese Exposition was resumed today, when Mr. and Mrs. Frank B. Loomis and Secretary and Mrs. John C. O' Laugh 11 n returned to Toklo after a tour of the interior, occupying several days, during which the party was the recipient of every courtesy. Everywhere the visitors were splendidly entertained. Commissionr F. D. Millet and Commis sioner and Mrs. F. J. V. Bkiff sailed to dav for China. Millet will return to Toklo before leaving for the United States. During their travels through the Interior, the delegates from the Pa cific Coast Chambers of Commerce have been no less heartily received, many at tentions having been paid them at dif ferent points along the route. MAYOR DRAWS UP BUDGET Baker and Rushlight Favor Prop erty Assessment, Rather Than Bond Issue, to Pay tor Mu nicipal Improvements. Indications point to a higher tax levy by the City Council this year than last, as it la believed the Council will in clude in the assessment sufficient amounts to build a City Jail and police headquarters and a modern crematory for the incineration of garbage. This Is virtually agreed upon now by mem bers of the Council, a movement having been launched by Councilman Rush light, president of the Council and chairman of the ways and means com mittee, and Councilman Baker. At a meeting of a special committee named to report on a projected bridge. Councilman Baker remarked that he believed it would be well to recom mend to the people bond Issues suffi cient to build a new City Jail and po lice headquarters and a garbage cre matory. Mr. Rushlight replied that he would not approve of such a plan, but believed the people would be willing to pay an additional levy for these pub lic utilities and to have the general fund care for both projects. "I think it would be better to levy an amount sufficient to bring in funds for building a City Jail and police sta tion and a crematory," said Mr. Rush light. "I believe it would prove more satisfactory and less troublesome to Include the items in the regular budget and fix the levy accordingly." After discussing the matter for a time, Mr. Baker declared himself fa vorable to a levy that will yield money for the two much-needed municipal buildings, and it is believed that the Council will follow .ut this suggestion. While It is yet too early to forecast the probable levy for the city, it seems at this time that It will exoeed the levy of 4.6 mills, the basis of the rev enue for 1908. It will be necessary. If the Council determines upon the new buildings so urgently needed. The annual budget Is being prepared by Mayor Lane, who has promised that he will complete It in time for the Council committee on ways and means to act without haste In fixing the rec ommendations for 1909 appropriations to the various city departments. This is a difficult task, and requires much time to scrutinise the numerous lists submitted by the heads of departments and to prune down the sums to meet the conditions. The matter of a City Jail and gar bage crematory has long been the sub ject of discussion, and many efforts have boen made to secure the two feat ures, but each time without success. It is admitted by every one that Port land should have a new Jail building and a crematory that will care for the growing needs of the city. DAILY METEOROLOGICAL REPORT. PORTLAND. Oct. 27.
