British Consul Latdlaw and Ameri- cans Join in Paying Honor to Japan's Ruler. The birthday of Mutsu Hito, Emperor of Japan, was celebrated -last night at the . M. C. A. at a grand rally, at which addresses were delivered by rrsident and visiting Japanese and the British Consul, James Latdlaw. The Emperor was born November 3, 1846, and ascended the throne February 13. 1S67. He is the one hundred and twenty-second ruler of his dynasty, which hns retailed in an unbroken lino for 2S67 years. Mr. Laidluw, in his address, deplored the recent demonstrations against the Japanese In Vancouver and in Wash ington and expressed the conviction that both Great Britain and the United stales would see that reparation is mode to the victims. He also ventured the prophecy that there will never be war between the Japanese and the Americans. He paid a high tribute to the statesmanship of the present Em peror, under whose rule Japan has achieved Its phenomenal growth. A unique feature of the exercises was the reading of the imperial edict by T. Alba, Japanese Vice-Consul. Dur ing the singing of the National an them, which preceded the reading of the edict, the imperial flag, which hung in the rear of the platform, was drawn aside, showing a portrait of the Em peror. The entire audience then sa luted the portrait, when It was again covered by the flag. Mayor laue was unable to be pres ent, but a letter of regret was read cy the presiding officer, S. Ban. Realizing that the city is overrun with criminals and that the police have been doing little or nothing: to relieve the situation, Chief of Police Grltzmacher yesterday issued another order calling on all members of the department to do their best to rid the city of the undesirables. In his order the Chief advocates the ar rest of all suspicious characters, and in structs patrolmen to send all vagrants to the station. The order reads: Captains of Police you will take notice that the city at present Is full and over crowded with idle men, and no doubt, that there are a number of desperate characters and crooks with them, taking advantage of the situation to ply their vocation. A de termined effort, therefore, must be made by the police to rid the city of the criminal, the hobo and other vicious characters. You will Instruct the officers of your respective commands that they must be vigilant on their beats and be diligent la their work to protect citizens and their property and to prevent crime. They are expected to give g-ood accounts of their beats while on duty, they must scrutinize all suspicious charac ters and if in doubt about them, deliver them to headquarterK for further Investiga tion. This one thing: will aid materially to rid the city of the undesirable and criminal element. Every officer must do his full duty in the detection an4 prevention of crime on his beat, and efforts In that di rection will be measured by results. C. GBITZMACHER. Chief of Police. Blown From Walk; Sprains Ankle. DAYTON, Wash., Nov. i (Special.) One of the Dayton school teachers was blown from & sidewalk: during a high wind Friday night and suffered a sprained ankle. The wind that came utf shortly after 6 o'clock is said to have been one of the most severe ever experienced here. SEEKS DEATH IN RIVER ' To slf tkhK?ers of tne Nonnwest EDWARD PFIRTER, A CEMENT WORKER, KILLS HIMSELF. Body la Found Floating In Wil lamette at the Sellwood Ferry Slip. The body of Edward Pflrter, a Swiss aged 53 years, who disappeared several days ago, was found In the Willamette River at 4 o'clock yesterday afternoon at the foot of Umatilla avenue In Sellwood. The body was found by James Young, of 1B71 East Eighth street, near the landing slip of the Sellwood ferry, and had evidently been in the water for several days. At the time he disappeared last week, Pfirter was believed to be mentally un balanced through worry over private troubles and his relatives instituted a search for him, but were unsuccessful. The case is believed to be clearly one of suicide by drowning and Coroner Flnley, who took charge of the remains last night, will probably not hold an inquest. Deceased was a cementworker and leaves a son in Portland. He was also a member of the Portland Gruetli Verein, a Swiss society, and the funeral will be held under the auspices of that organization.
