WILL COME TO PORTLAND Incorporator of Portland Eastern Reticent, but Do Xot Deny Re ports That Eastern System 'Will Have Vtah Connection. , Tha Portland Eastern Railway Com pany, that will build a road southeast ward from Portland through Central Oregon to a connection with one or mors Eastern trunk lines, was quietly incorporated June 8, wfth a capital stock of (5,000.309. The incorporators are B. P. Clark. R. C. Olllis, Arthur H. Fleming. B. B. Colwell, Robert T. lAa ney and C. W. Miller. The first three are the Los Anpi'les capitalists behind the Portland Railway, Light & Power Company, while the latter three are Portland men tn the employ of that company, whose names were used for convenience In Incorporating. These men are extremely reticent re garding the ultimate destination of the Portland Eastern. They say that until rights of way are secured affording an entrance to Portland, they cannot speak as to the ultimate objects of the company. They do not deny, however, that the purposes of the road are to build and operate a new steam and electric railroad connecting with the properties of W. A. Clark and D. H. Moffatt at Salt Lake City,, the San Pedro. .Los Angeles Pacific and the Denver & Northwestern, as told for the first time In The Sunday Oregonian. Settling Rights of Way. "We are in trouble at a dozen points Just outside of Portland over rishts of way," said nn official of the company last night. "Until these are adjusted, we will not b in a position to talk regarding our plans. We expect, how ever, to have those things settled with in the next two or three weeks. We shall doubtless have all our rights of way settled within a short time." That these ripht-of-way matters will not retard the progress of tr.e road seri ously, however, is Indicated by the grading of the road now going forward between Bull Run and Fairview. This 16-mile stretch is being graded for the laying of rails so that heavy machinery for the power-house to be erected at Bull Run may be hauled In from the O. R. & N. line. The construction of the power-house itself is also going forward. Large forces of men are at work on the foundations and erection of the big power-generating station will continue all Winter. The Initial Installation will probably be com pleted within a year. The first shipment of rails is now on the way and will prob ably be received within a month. Clark Cuming to Portland. E. P. Clark, president of the Mount Rood Railway & Power Company, and the man who mapped out the project of the Portland Eastern, a later develop ment of the original scheme, will be in Portland within the next 10 days and will probably be ready to make official an nouncements of the purposes of the Port land & Eastern Railway. Everything so far given out concerning the Clark projects here lends confirma tion to the story of the Portland Bastern Just printed. Mr. Clark, on his last visit here, sa'.d his company will not depend on franchises through the streets to en ter the city, but will acquire private right of way. Warned, no doubt, by the rough sledding tue Southern Pacitic has had during the past year to retain its Fourth-street franchise, Mr. Clark will not attempt to uaul freight trains in and out of Portland on tracks laid by virtue of temporary franchises in the center of city streets. The surveys already completed far up the Deschutes and options held on prop erty In Central Oregon, together with water rights all along the path of the project for electric power development, all point to one thing a new direct rail road connection between Salt Lake City nd Portland, which will be the biggest thing for the Rose City In the railway 10 1 1 'IRVINGTON PARK IMPRESSES YOU FAVORABLY BECAUSE As yon ride out to the tract on the Alberta-street ear line, you notice the wide, comfortable thoroughfare, Union avenue, all the way to Alberta street. It has not been the purpose of the Mount Hood Railway & Power Company to use the press of the city or state to In any way further its in terests, believing it best to let our works speak for themselves. But in order to correct a grievous wrong and set the matter right before the people of Portland, I beg space in your col umns for a few lines. The plans of the Mount Hood Rail way & Power Company do not include any'rights In the Bull Run forest re serve above the city's headworks or in any of the watershed that supplies the Bull Run reservoir. Xor has there been action taken or contemplated by this company that can be construed as tending to impair the city's rights or to trespass upon the said watershed for any purpose whatever. We believe the statements that our plans included the depriving of the city of its water supply, or any part of the city water supplv, were made by persons wholly misinformed or who wilfully misrepre sented the facts. This was all precipitated by an ef fort to obtain the right to build a railway across some city property lo cated in the bed of the Bull Run and Sandy Rivers, where the two streams Join. The matter was taken up and dlsoussed with the Mayor, members of the Water and Executive Boards and the City Attorney for their advice as to the best course to pursue. After having the matter thoroughly dis cussed, we were advised by the City Attorney and other city officials con suited that the best way was to bring a condemnation suit that would be con sidered a friendly action, to relieve the city officials from exercising au thority that might be construed as doubtful, and let the .question of in demnity to the city be decided by a Jury; The operations of the company are at a point on Bull Run near where it emp ties Into the Sandy River, nearly six miles down tho river below the city headworks. and at an elevation 350 feet lower than the city headworks and upon land owned by the company two or more miles out of the forest re serve. It can readily be seen that all the rumors and statements that have been made criticising this company in the matter are wholly wrong. We ask that you give this statement as much prom inence as the misrepresentations were given, so that all persons may be thoroughly reassured for all time. f w Vf 1 1 .1 . K". 1? ! Secretary and Manager Mount Hood Railway & Power Company. RUN DOWN BY RUNAWAY Onlooker Stops Flying Horse, Only to Cause Catastrophe. That In future when his team starts to run away no one will stop it is the fervent wish of Conrad Bruner, a weal thy farmer of Milwaukie. Because some onlooker came to his assistance a few days ago and stopped his wlluly running horses Bruner now lies in Good Samari tan Hospital with severe injuries to his head and a ruptured blood vessel in his leg. It is expected he will recover. Bruner was driving in South Portland when a baker's wagon ran away and col lided with a team hitched at the side of the street. The latter team started to run and it appeared as thougu they wuold run down Burner, who was ahead. The farmer whipped his team until the horses flew at their highest speed In the effort to keep out of the way of the run away following. Some man on the side walk saw the horses galloping and started to stop them. Mistaking Bruner's cries to keep away for appeals for help, he brought the team to a standstill just In time for Bruner and his outfit to be run into by the runaway. Bruner's wagon was badly wrecked and he himself was severely injured. Seattle Man Gets Plum. United States Attorney Bristol has been advised by Acting United States Attorney-General -Russell that Andrew J. Bal lie'tt. of Seattle, has been appointed a special Assistant United States Attorney to aid In naturalization and other pro ceedings relating to this district. Seattle will be the official residence of the ap pointee, from which It Is inferred that he will be attached to the proposed Bu reau of Immigration that is to Le estab lished In the Sound City. Mr. Balllett has been a resident of Seattle for about 19 years, and was one of the star ath letes of Tale In his college days.
