OPPOSED TO FREE ITER WOODLAWN IMPROVEMENT AS SOCIATION ON RECORD. Condemns Proposed Changes in City Charter as Unwise and Against ' Public Policy. The Woodlawn Improvement Associ ation, by a unanimous vote at Us meet ing last night, went on record as op posed to the tree-water movement, as unwise and against public policy. J. T. Gregg presided and there was a large attendance of members. C. I. Bo aselie brought up the question of free water, which he said would probably be submitted to the voters at the June election. He expressed himself as strongly opposed to the movement, for the reason that It was deceptive, and tnat somebody would have to pay for the water In the end. Councilman Vaughn spoke against the free-water proposition, and declared it would mean that the landlord who rented his houses would merely have to add enough to make up the amount he was taxed to maintain the water system. Nobody spoke In favor of the free water plan. Meter rates were favored, but dis cussion of this question and the second Bull Run pipeline was put over until the tiext meeting. It was announced at the meeting that the owner of the Woodlawn water plant had submitted a. proposition to sell the plant to the water committee on the assumption that he owned all the pipe. , This was denied, and It was asserted that a considerable part of the service pipe had been put down by the residents and was owned by them. It is desired that all residents who have put In their own pipe make it known, so that the water committee will know what it is buying. From the reports made last night It appears that people In Woodlawn have mode & practice of laying their service pipes to the mains and paying for It. It was also announced that the Pied mont plant had been offered to the city. Councilman Vaughn spoke on the gravel question, and said that an effort had been made to reopen that district to gravel mining, on an application to open a Pit in Piedmont. He said that it was proposed to throw around the permission to mine gravel restrictions, but In view of the struggle that had been made In the past to put a stop to the gravel nuisance, he was not favorable to letting the bars down again. . In the course of his talk Councilman Vaughn spoke favoring the proposi tion that the city own a rock crusher, or several of them, and considered it a move in the right direction. He said he was urging the street contractors having work under way at Woodlawn to crowd it forward, and suggested that the club Insist that the contracts be completed on time, or the offenders fined to the limit. President Gregg made a report of the meeting of the United East Side Push Clubs, and said it had started out to do good work. FAVOR ALL AMENDMENTS Councllmen Agree to Submit "Water System Changes. Members of the Council, at a caucus' held yesterday mornnlg, decided to favor the amendments to the charter concerning the Water Department, as proposed by the Central Water Committee, which is composed of members of the water board and representatives of Improvement associations. City Attorney McNarj- was requested to draw up an amendment em bodying the changes recommended by the Central Water Committee. It will be submitted to the voters next June. The Central Water committee proposes to furnish water to the consumers at actual cost. The interest on the bonds would come from the general fund of the city. There would also be general fund Installation of extensions. The amendV ment also provides for a $3,000,000 bond issue for the purpose of putting in another pipeline to Bull Run and ad ditional reservoirs. When the amendment has been pre pared the Council will order that it be submitted at the next election. Tha Council will also order the Wagnon free water bill submitted.. The Councllmen present at the meeting CARPET HOUSE yesterday were: Annand, Dunning, Gray, Kellaher, Menefee, Preston, Rushlight, Wallace and Wills. M. G. Grlfiln and Ed D. Curtis represented the Bast Side clubs. Oppose Bridge Over Hoquiam. HOQUIAM, Wash., March 28. (Special.) The petition being circulated by steam boatmen against the proposed railroad bridge across the Hoquiam River has been signed by every master on Gray's Harbor, the same, to be presented to Major Chittenden tomorrow in Aberdeen at the hearing. The matter of the bridge across the Hoquiam River will be fought by the National Lumber & Box Company, who claim damages to their property also the Gray's Harbor & Puget Sound Rail way Company, who claim it is a move to cut off their entrance to this city.
