Rushlight has a measure be fore the Council to make a full street of Division road-street between East Twetftli street and Marguerite avenue. The north half of Division street is a county road, the Section Line, and the south half is a street. For this reason it has never been improved except that the county has occasionally put gravel on it. This action will make it a full street and within the power of the Council to Improve. It is important for the reason that it connects with the Section Line road that carries all the travel from South Mount Tabor and beyond into Portland, besides all the streets through the Ladd tract are now practically impassable for wagons. ELIJAH SfvllTH JN PORTLAND DISCUSSES BILIi KOW BEFORE THE LEGISLATURE. lias Been in Salem Fifrhtln-r Meas ure Adverse to Interests ol Self and Associates. Elijah Smith was at The Portland Hotel yesterday, having returned from Salem, where he "las been spending tw-o or three days In connection with pend ing legislation adverse to te Interests of himself and other stockholders in the Southern Oregon Company with respect to the old Coos Bay Wagon Road lands, most ofwbich are now the property of the Southern Oregon Com pany. Mr. Smith came to Portland over the Union Pacific and O. R. & N., and es pecially enjoyed his ride over the lat ter road, of which he was for many years president, until it was leased to the lTnion Pacific. On account of his former official connection ho obtained permission to ride most of the way on the engine with an engineer who was In the employ of the company durlnjf his management, and although the road was in bad condition on account of the recent floods and washouts, he enjoyed the trip, It beinff always a favorite way of his of going over the road in past years. He was reminded, he paid, of the changes which time is recording, one of which is that instead of a 3on en gine, he was riding in an engine of lOS-tons, and an oil burner. He said the last ride previous to this one was with the old directors, in the car be hind the engine on which he rode. They were W. S. Ladd. 11. W. Corbett, Henry Falling, C. H. Lewis and C. A. Dolph. all of whom are now dead ex cept Mr. Dolph. who had recently had a very near call. "The legislation at Salem was prompted entirely by some speculative attorneys." said Mr. Smith, "and was solely and wholly for their benefit. Those who had been .Instigated to Join, were under con tract to pay a fixed fee of $15 on each quarter section applied for and a 'further contingent fee of $100 in case of success. Many applications were secured, end simultaneously with the signing of the application also signed an assignment of the rights bo acquired for $10 each or some such sum so that the attorneys who appeared In and are pressing this bill, representing themselves and others for a free consideration, are the real originators behind and prompting and pressing this legislation. "After having brought tho Nicholls suit as a test case in the United States Circuit Court before the late Judge Bellinger and being defeated there with an adverse de cision which they never cared apparently to appeal, as was hoped they would do. come now and ask the State of Oregon to stultify Itself and help them out after the state has so far as it is concerned recognized for over 30 years the title and ownership by annually levying and collecting a tax on the lands and having received Into Its trealury more than $100,000 in cash and Is now taxing these lands on a basis of $8 an acre for the timber lands, more than three times the price the proposed bill requires them to be sold for. As to operating the mill at Empire City, he said that the plans for doing so which had been contemplated, would undoubtedly be abandoned if such legislation suc ceeded. One hundred families have been rendered THE LION'S SHARE Once upon a time, the Lion went a-hunting along with, the Fox, the Jackal and the "Wolf. They hunted till at last they surprised a Stag, and soon took its life. Then came the question how the spoil should be divided. "Quarter me this Stag," roared the Lion; so the other animals skinned it and eut it into four parts. Then the Lion took his stand in front of the carcass and pronounced judgment: "The first quarter is for me in my capacity as King of Beasts; the second is mine as arbiter; another share comes to me for my part in the chase; and as for the fourth quarter well, as for that, I should like to see which of you dares lay a paw on it." MORAL: You may share the labors of some folk, but you must not expect to share in the spoils. fir Beware of the man who in one breath declares he has "no competi U tion," and in the next asks you to help him destroy it. Imagine the consequences should no competition exist in the meat business in Portland and beware of the Wolf that stalks about in a Lion 'a skin, asking you to help him destroy it.
