A series of Incidents connected with the recent visit to America of Lord Curzon, former ly Viceroy of India, culminating in his departure for England on a different ves sel from that taken by Mrs. Levi Z. Letter and her daughters, the Countess of Suf folk and Mrs. Colin Campbell, wife of an Knglish army officer, has given Chicago social leaders In close touch with the Leiter family opportunity to gossip that there has been an estrangement between them and the distinguished son of Great Britain. Dispute About Wife's Estate? It is hinted, too, that this difference is the outgrowth of the financial relations growing out of the settlement of Lady Curzon's estate and the disbursement of the $1,750,000 marriage settlement. The morning after Lord Curzon's ar rival in Chicago, Joseph Leiter, his brother-in-law, left the city for a "rou tine visit" to his coal mines at Zlegler, 111., notwithstanding it was only the sec ond visit his distinguished relative ever had made to Chicago, and might be the last. Joseph Leiter did not invite Lord Curzon to be a guest at his apartments, 2.14 Lincoln Park boulevard, but arranged for a suite at the Auditorium Annex in stead. Mr. Leiter spent but five minutes with his brother-in-law, according' to his own admission, during the latter's stay in Chicago. . Xot Guest of Leiters. When Lord Curzon was in Washington lie did not visit the Loiter home, but in stead was a guest at the residence of the Persian Ambassador, although Mrs. Let ter and her daughters were In the city and the beautiful home in Dupont Circle whs open at the time. Mr. Leiter pooh-poohed the idea of an estrangement and laughed at the story, lie admitted, however, that the Washing ton Incidents "looked funny." OFF TO SEE THE BIG DITCH Party of Congressmen Sails for Isth mus to Study Problems. NEW YORK. Dec. a. Ten Congressmen and one Senator sailed on the steamship Alltancia today for Colon, for the pur pose of making a five-day inspection of the Isthmus of Panama and learning for themselves the existing conditions rela tive to the digging of the canal. The party consisted of Senator Flint and Con gressmen McKlnlay and Newland, of Cal ifornia; Congressmen Fulkerson. of Mis souri, Dickson, Rives, McKinney and Smith, of Illinois. Howell, of Utah, Kin kaid, of Nebraska, and Steenerson, of Minnesota. A. McKinlay. son of Mr. Ma. Klnlay. went with the party as secretary. Speaking of the objects of the expedi tion, Mr. McKinlay said: I was responsible for getting together the party. It having occurred to me that mem bers of the Senate and House might like to leo for themselves the condition of things under which the gigantic work of digging the. canal is being carried out. My two col leagues and myself from California are more or less authorities on the Asiatic labor question, which at the present time bus the West tn a ferment. The question as to whether coolie labor shall dig the canal la of particular Interest to the Pacific Coast and 1 personally shall pay special at tention to the condition of labor in Panama, as there is an Intense feeling against Asiatic labor on the Coast. I want to see for myself whether the objections to the employment of coolie labor In Panama are well founded or not. Mr. Flint said that he was going In or der to find out for himself what is actual ly being done on the canal. At present, he said, he was neither In favdr of nor against the employment of Chinese at Panama, but when he came back ha would have some definite views on the subject. The party Is visiting the canal zone at the Invitation of Secretary Tuft and the Canal Commissioners and everything will Vo done to make the inspection as thorough as possible. NAVY EYES TURBINE ENGINE Will Not Finally Adopt Until Demon, strated the Best. WASHINGTON, Dec. 21. The most im portant engineering problem of the pres ent day affecting marine propulsion. In the opinion of Rcar-Almiral C. W. Rae, Chief of the Bureau of Steam Engineer ing, whose report was made public today, is that of the steam turbine. Involving such radical changes. Admiral Rae says, the bureau haa preferred to watt before adopting it extensively, until It had been demonstrated as unquestionably the best system of propulsion for naval purposes. It is expected that, when the three scout cruisers now building, two with turbine and one with reciprocating en gines, are completed and their trials have been held, comparative data of the utmost value will be obtained. An of ficer of the bureau is now abroad making a thorough investigation of marine turbine installations already in operation and in contemplation and In addition the work of erecting at Annapolis, Md., ex perimental turbine engines, condensers, pumps, etc. is proceeding. NOT READY FOR CITIZENSHIP Congress Will Disappoint Porto Rico With Roosevelt's Consent. CHICAGO. Dec 2WA dispatch to the Tribune from Washington says In spite of the President's recommenda tion no citizenship for the people of Porto Rico will be granted by thjs Congress nd probably not by the next one and probably not before the next one either. The leaders both in the House and Senate have come to the conclusion that the time is not yet ripe for such ac tion. They have presented the matter to the President, and he Is now aware that his recommendation in this regard will not be acted uponr There are said to be grave matters of public policy In volved which might be . seriously com plicated If citizenship should be granted at this particular time to the people of Porto Rico. A general understanding therefore has been arrived at. There is n understanding In Congress that the President will acquiesce in this decision because it has been put up to him fre Tl quently by some of the strongest men at the 'Capitol. Briefly stated, the objection to citizen ship for Porto Rico is based upon the ex isting condition of the population of that Island. A large percentage of the people are of mixed strain of Spanish and negro blood. The proportion of illiteracy is naturally large. Much progress has been made in the school system, but it Is still approximately true that 75 per cent of the persons of school age are not receiv ing instruction. Will Rusticate at Christmas. WASHINGTON. Dec 21. Unless pres ent plans are disarranged. President Roosevelt will spend a portion of the Christmas holidays at Pine Knot. Va., the country home purchased by Mrs. Roose velt. The President will not leave Wash ington until after Christmas day and probably will remain at Pine Knot until the Monday following, returning to Washington in time for Tuesday's New Year's reception at the White House. Spain Interprets American Treaty. MADRID, Dec. 21. The official ga zette published interpretation of the Spanish-American treaty of commerce executed August 1. There will be reci procity between the - two countries. American goods coming into Spain will be taxed 'at the minimum rates, and American imports will also be granted ev ry reduction, accorded any other na tion with the- exception of Portugal. Declines Silver at 70.065. WASHINGTON, Dec. ZL The Treasury Department today declined to purchase any silver at the quoted price of 70,065 cents per fine ounce. Two thousand ounces were offered at that figure. INSURANCE IB CALLED IN GRAND JURY INQUIRES INTO NEW YORK LIFE. Perkins and Others Testify Regard ing Prnssian Bond and Other Irregular Transactions. NEW YORK. Dec 21. The grand jury today continued its inquiry info the af fairs of the New York Life Insurance Company and during two prolonged ses sions examined the following witnesses: George W. Perkins, ex-vice-president of the New York Life; Woodbury C. Lang dun and James Morrison, both now mem bers of the finance committee; F. H. Shlpman. assistant treasurer; M. M. Mat ti5on, chief clerk in the finance depart ment; Alex Webb, Jr., ex-vice-president of the New York Security & Trust Com pany, and J. Carroll Root, secretary of the company. Mr. Perkins, it i said, was questioned In regard to the so-called "Prussian bond scaudal," in which the New York Life made an irregular transfer of certain stocks and industrials to the New York Security & Trust Company in-order to get them oft the annual report to the State Insurance Department. Mr. Langdon was a witness before the Armstrong committee and at that time testified in regard to his connection with the New York Security & Trust Com pany. District Attorney Jerome and his as sistants are understood to be pushing the insurance inquiry with the expectation of disposing of it during the present grand Jury term. INSURANCE PRESIDENTS MEET Will Form Association to Work for Good of Insured. NEW YORK, Dec. 21. The first steps were taken today toward the formation of an "Association of Life Insurance Pres. idents." Broadly stated, the purposes of the organization will be to further the in terests of policyholders and to bring about more uniform methods in the man. agement of life insurance business. Today's meeting was held at the sug gestion of President Paul Morton of the Equitable Life Assurance Society and brought together representatives of 24 companies, while three other companies, including the Pacific Mutual Life of San Francisco, sent communications approv ing of the proposed association. Mr. Mor ton presided, and Thomas A. Buckner, second vice-president of the New York Life Insurance Company, acted as tem porary secretary. A committee appointed to draft a constitution and by-laws sub sequently reported a tentative plan of or ganization. The plan met with general approval, but final action was deferred until December 28, when It Is purposed to effect a permanent organization. PresL dents and vice-presidents representing their companies will be eligible to mem bership. Mr. Morton, of the committee on or ganization, said tonight: The plan is only tentative, but under it the welfare of the policy-holder will be ftrsi considered and next will conio bettor and more uniform practice generally in life in surance. Expenses are to be reduced where pOKslble and waste eliminated. The asso ciation will publicly present its views to lawmaking bodies and all others wishing tight and information on life Insurance mat ters. Three Quit Mutual Field. NEW YORK. Dec. 21. Announce ment was made yesterday that three Insurance companies, the Washington Life, the Providence Savings Life and the United States Life, which have been operating in part on a mutual plan, will write only nonpartlclpating Insurance after January 1. The new insurance law forbids an insurance company after the first of January from writing both participating and nonpartlclpating Insurance. It must make a choice therefor between the two plans. COLORADO TOWN SHAKEN Quake Due to Gas Explosion or Coal Mine Settling. GLENWOOD SPRINGS, Colo., Dec. 21. A violent trembling of the r arth was felt on both sides of the Grand River in the neighborhood of Newcastle, 20 miles west of here, about 9 o'clock this morning. The shock lasted three minutes and caused houses in the town to rock. The actual cause of the disturbance is uncertain, though many attribute It to an explosion of accumulated gas in the Wheeler coal mine, which runs north and south beyond Newcastle. One theory of today's disturbance is that the earth settled, the displacement having been caused by fire, which slow ly burned away the coal vein. NOT TO RECEIVE A DOLLAR Denies He Is Father of Slayer's Off spring and Declares Site Is Not Wife Contest Is Probable to Establish Facts. SALT LAKE. Utah, Dec. 21 Had the late ex-Senator Brown foreseen his death at the hands of Mrs. Anna Bradley he could have devised no more ingenious re taliation than the post-mortem- revenge contained in his will. The document, which was written August 24, 1906, four months before Mr. Brown was shot down at the Raleigh Hotel in Washington, was filed today for probate. In it he says: 1 do not devise or bequeath anything to any of the children of Mrs. Anna M. Brad ley. - I do not think either or any child born to Mrs. Anna M. Bradley Is or are mine, but whether such child or children la or is not, I expressly provide that neither nor any of them shall receive anything of my estate. I have never married Anna M. Bradley and never Intend to. If she should pretend that any such relation ever existed between us to Justify such inference. 1 direct my executor to contest any claims of any kind he may present and 1 direct that she re ceive nothing from my estate. The testator bequeaths all his property, valued at about $75,000, to his two chil dren by his first and second wives Alice Brown and Max Brown. The children so specifically disinherited are Arthur, aged 7, and Mark, aged 3 years. The attorneys engaged by Mrs. Bradley's relatives in Salt Lake decline to discuss the will at this time, but there Is scarcely a question that a contest will be instituted as much for the purpose of establishing; their paternity as to secure a monetary consideration. This is the more likely as Mrs. Bradley is. or was a few months ago. In possession of letters signed in Brown's name in which the re lationship of one or both of the children is acknowledged. In one of these letters written after the birth of the first child occurs the quotation: "Your blood with mine commingled yet shall mount the throne of Kings." The contents of the will have caused a sensation in Salt Lake and given rise to severe criticism of the dead lawyer. The document was filed by Max Brown, who Is named as executor. Tomorrow Antonio Vlllareal, arrested on the same charge, will also be released. But immigration authorities may hold him and have him deported on the ground that he is an undesirable citizen if the Mexican government can prove the charge of murder against him.
