That ih Pennsylvania Railroad Company save re bates as recently as 1J03 was the charge made today by Frank R Wlgton, head of the MorriPdale Coal Company, before the Interstate Commerce Commission. Mr. "Wig ton's statement caused eoniet hinp of a sensation, because of the fact thin, while the Commission was In session in Baltimore, Vice-President Thayer, of the Pennsylvania Railroad, stated that the company had made no allowances or con cessions since Mr. W Ik ton save a detailed statement of the conditions in the soft-coal region riicI accused the Pennsylvania Railrond Company of discrimination In the allot ment of coal cars, citing cases to sub stantiate his charges. Within a few months previous to the retirement of Mr. Joyce, however, he said, he had received rebates amounting to from 700 to fcJO.nrtO on tidewater shipments. Mr. Joyce re-tired In June, 1903. Mr. Wigton also named several other companies which, h said, had received rebates. R. tL O'Donnell, general superintendent of the BufTalo & AHegheny Valley divi sion, told of having been given several blocks of stock In various coal companies while he was In charge of the car-distributing department of the Pittsburg1 division. Jim Inez, the New York policeman who went to Panama seven months ago to reorgan ize the police department of that repub lic, has quit the task and reached his home In Brooklyn today. He said: The police of the Republic of Panama are a national body, and there Is really no effective method of governing' them. The discipline Is very poor. There are about 1000 men on the force, and hardly two of them are dressed alike. It did not take me long to see that there was urgent need of many changes. But I soon found out that my hands yere tied, as it were, for political reasons, and I found myself in so ridiculous a position that I resigned May 3. "The force Is maintained primarily for the purpose of keeping the present gov ernment cHque in control. Although Panama is a republic, with Manuel Ama dor in the executive chair, the government is in reality a monarchy. It is constituted on the plan of the old-time make-up of the big insurance companies the presi dent's relatives all hold Jobs In the gov ernment service and everybody who amounts to anything politically is a rela tive of some other potent factor of the government." Walter Wellman. the American explorer, lectured tonight be fore the Society of Aerial Navigation rel ative to his projected steerable balloon expedition to the North Pole. The first portion of Mr. Wellman'B party, under Major Herzy. will leave France June B. for Spitzenbergen. Mr. Wellman will Join it there July 3. start ing trials thence. It Is expected, later in July. In the event of non-success of these trials, the expedition will be put off until next year. M. Godard is making progress with the construction of the balloon. T.. was solemnized here today at .the New York Avenue Presbyterian Church. Among those witnessing the marriage was Presi dent Roosevelt. Kev. C. S. Bain, Believed to Have Served Time for Embezzlement, Says at Times He Cannot Resist Evil Power. WATERLOO, N. Y., May 17. In fur therance of his Inquiry into the case of Rev. Charles Stuart Bain, who is In the county jail on a charge of having set Are to the First Baptist Church of Waterloo, March 6 last, and .who alleges that at times he Is under an influence against which he has no power of resistance. Dis trict Attorney Bodine today was advised by the warden of Illinois State Peniten tiary at Joliet that one Charles 8. Bain, alias C. W. Wilson, became a prisoner in that institution. October, 1896. on a com mitment from Kane County, charged with embezzlement. The prisoner was paroled April 19, 1S98, and was given his final dis charge May 23, 1S99. Mr. Bodine states that a photograph of Rev. Mr. Bain, which was sent to Joliet, has been returned, with the statement of the warden to the effect that it Is un doubtedly a picture of the former Illinois prisoner. The District Attorney also stat ed tonight that he had received a letter saying that Mr. Bain was tried at Con verse. Ind., In 1S93, .by an ecclesiastical court, on a charge of lying and conduct unbecoming a minister, and that he was dismissed from the Pennsylvania ministry as a result of the trial. Mr. Bodine has received many letters in connection with the case, some from for mer neighbors of Mr. Bain, who testified to the fact that at times the man un doubtedly was under some strange spell, and that while under the Influence he acted out of all accord with his general tiode of life. PEACE MAY FOLLOW RIOT Coeymans Brickmakers Offered Con cession Italian Arsenal Seized. COEYMANS, N. T., May 17. Indica tions tonight point to a settlement, probably tomorrow, of the brickmakers' strike and the return to Albany of the four companies of the Tenth Regiment of the- National Guard called here by Sheriff Pitts after the riotous battle of yesterday mornlrtg at the brickyards of Sutton & Sudderly. The employers today offered to concede all the de mands of the. men except recognition of the union. This proposition was taken under consideration and a meeting- wait In progress at a late hour tonight, the general impression being that it would be accepted. Five Italians and one negxo were ar rested this afternoon charged -with riot. One of the Italians will be held on the charge of shooting Engineer Fred Southard, the man mysteriously hurt of the three wounded in yester day's battle. Thes arrests followed a house-to-house search In the Italian colony by the Deputy Sheriffs under guard of de tails of troops with loaded rifles. A big collection of rifles, shotguns, pistols and ammunition was eonfiscated. In one house 650 rounds of shotgun and pistol cartridges were seized. Officers of Ironworkers' Union. CINCINNATI, May 17. The National convention of the Steel and Ironwork ers' Union today elected the following officers: President, P. J. McArJle; secretary-treasurer. John Williams; assist ant secretary-treasurer, M. F. Tige; manager of the Journal, Ben I Davis; National trustees. Charles J. Monahan, Elias Jenkins and John J. Hagan. Agreement Ends Lake Strike. CLEVELAND, May 17. An agree ment was reached today between the Lake Carriers' Association and the grain scoopers, employed on the steam ers of the great lakes. All the other unions will accept the lake carriers' proposal. , Caleb Powers to Be Tried Again. CINCINNATI. O.. May 17. Caleb Pow ers, now in the Newport, Ky., Jail, was yesterday ordered back to the. custody of the Kentucky state courts, following the mandate of the United States Supreme Court. Powers will next week be ar raigned for his fourth trial for complicity in the murder of William Goebel. Soldier Shot by Sentry. SALT LAKE". May 17. Private Smith, Twelfth Battery, Light Artillery, today attempted to escape from the guardhouse at Fort Douglas and was shot down by a sentry, being probably fatally wounded in the groin. Lead Trust Declares Dividend. NEW YORK, May 17. The directors of the National Lead Company today de clared a quarterly dividend of 1 per cent on the common stock, payable July 2.
