SCENERY MUST BE VISIBLE Urged That Veil cf Smoke From For est and Brush Fires Would Prove a Great, Setback to the Exposition At Its meeting held yesterday afternoon the executive committee of the Lewis and Clark Exposition, having in mind the fact that the usual amount of smoke from forest fires would be detrimental to the Exposition next Summer, recommended that a memorial, which had been pre pared, be sent the president of the Sen ate and the Speaker of the House of Representatives of the Oregon General Assembly, urging: those bodies to enact during the coming session laws looking toward the protection of the property of the state from forest fires, which have hitherto frequently prevailed in the state during the dry season. It is suggested that the desired effect may be produced without the appointment of additional state officers, and with but little additional expense to the state. The proposed law is also to reasonably limit the setting of brush fires by persons clearing land, and requires that a permit shall be obtained from the County Court, upon a proper showing, before such clear ing fires are set out. Legislation Seems Imperative. It is believed that by this legislation the number and extent of forest fires aris ing from neglect by rangers and care lessness by hunters and campers, will be greatly diminished and that the results will be beneficial to the state and the Exposition. The memorial, which is to be sent the officers of the Senate and House of Representatives, Is as follows: To the Honorable President of the Senate and the Honorable Speaker of the House of the Legislative Assembly of the State of Ore gonThe Lewis and Clark Centennial and American Pacific Exposition and Oriental Fair hereby respectfully memoratllzes the Legis lative Assembly of the State " of Oregon to enact, during Its pending session, suitable and appropriate legislation lookjng towards protection or we property or the state from devastating forest fires which have hitherto so frequently prevailed in this state during' the dry season, and we would respectfully me morialize your honorable body to so promote uch legislation as to secure the following results: 1 That a measure may be economically. efficiently and honestly administered, without the creation of any additional public officials or any very considerable Increased expense of state government, and to that end we suggest whether the duties of the various rangers for the execution of the proposed law could not properly be conferred upon the Sheriff of each county, acting by a deputy to be specially named by the County Court of each county. who shall perform the duties Imposed on that office by the proposed law, and shall, at the same time, have police power, and whose compensation shall be fixed at a monthly 81 ary, including expenses, by the county court of each county sitting for the transaction of county business, and whose teure of office shall begin May 1 of each year and end No vember 1 of each year. 2 That the proposed law shall reasonably limit the setting out of brush fires by persons engaged in the clearing of lands, and that a permit should be required from the County Court, upon, a proper showing, before any clearing- fires shall be permitted to be set out. 3 That in addition to existing penal stat utes relating to the destruction of property. a stringent penal code should be embraced in the statute Intended to protect against fires being negligently or carelessly set by camp lug parties, hunters and other persons. 1 That the County Judges of each county thall be authorized by the act to meet in gen eral conference, as soon as the law shall take effect, to prescribe rules and regulations for the governing and guidance of the Sheriffs and their deputies charged with the execu tion of the law. To Erect Additions. In addition to the memorial, the. execu tive committee at its meeting yesterday afternoon recommended that the two pro posed additions to the. Transportation building, each to be 100 by 125 feet, be built, if the work could be done for ?lo,uw. a sum considered adequate. PlanB will be prepared and have been prepared partially, and bids will bo asked for at once. If It Is iouna tnat tne a.a tllUons. according to specifications, can be built for $10,000 or less, the contract will be awarded and the work will begin Immediately. No other questions were discussed by the committee at yesterday's meeting. There are several important decisions to be made within a short time, and possibly a large amount of work will be done at the next meeting of the executive com' mittee, which will be called within a short time. TALKS ABOUT PORTO RICO. Former Governor Describes Advance ment Under American Regime. William H. Hunt, formerly Governor of Porto Rico, now United States Dls trlct Judge of Montana, was at the Portland yesterduy, accompanied by Mrs. Hunt. Judge Hunt stopped in Portland on his way from San Francisco to Helena, his present headquarters, and there was no particular significance in his visit to this city. Since he was appointed to the Fed eral bench he has acquired a judicial caution which comports admirably -with the position. He declined to dis cuss land frauds, whether they pertain to Oregon, Idaho or Montana, and care fully fenced all leading questions re lating to them. Matters relating to Porto Rico, however, he was more willing to dis cuss. Judge Hunt was the second Civil Govenor of the Island, succeeding Governor Allen, who served for a short time after May 1, 1900. His term commenced early in 1901 and terml nated last Winter, when he resigned to accept his present position. "I completed the organization of the civil government of Porto Rico," said he last night, "and I felt that my work was done. My profession Ib the law and I desired to return to It. I find my present position very pleasant, but, of course. It Is not one which figures greatly In the public eye. "Porto Rico has a great future. The island is Immensely rich and It is only a question of a short time until It will be capable of territorial form of gov ernment. looking toward eventual statehood. The changes which have taken place since the American occu patlon have been remarkable. When we took possession there were but 20,000 children in the schools and now there are 75,000. At the time we declared our sovereignty there was Just $6.50 In the treasury. On July 1, 1904. there was 9675,000 and the island had paid Its own way.
