WAR ON HITCHCOCK Livestock Convention Will Renew Its Battle. , NEEDS OF WEST NEGLECTED "Between- the Secretary, the Packing Trust and the Railroads," Saysv Secretary Martin, "Livestock interests Are Ruined." According to Secretary C. F. 'Martin, of the National Livestock Association, there is eternal war between that body and Secretary Ethan Allen Hitchcock, of the Interior Department. In discussing the opposition to Mr. Hitchcock, Secretary Martin said last night: "The convention which meets here In January will undoubtedly take another fall out of Secretary Hitchcock. He has no conception of the needs of the "West and Is controlled by the element In the East which raises corn on land worth a hundred dollars an acre and thinks 160 acres is a principality. These people have to rustle to raise a crop on rich farming land so that they may feed a little bunch of steers and have the Idea that the cattle men of the "West are waxing fat off the Government by grazing arid lands. I don't believe Hitchcock has ever been "West of the Missouri River and he holds narrow and untenable views of the "West ern country. He apparently makes no effort to find out the true conditions out here. "We have repeatedly gone to him for the purpose of presenting our side of the question but have gotten no satisfac tion and have quit consulting him. Sec retary of Agriculture "Wilson Is a big broad-gauged man, and has done more for the agricultural and grazing" interests of this country than any other man In public life. But with Hitchcock it's dif ferent and we've given him up as hope less. "Wc have taken action against him in previous conventions and would ask for his removal if it-would do any good. But it won't. The President wants a re nomination and is afraid to break with Hitchcock's friends, so the Secretary will stay In and those of us who are suffering from his bigotry and narrowness will have to grin and bear it. The Secretary of the Interior should be a Western man one with a knowledge of land conditions, for all the Government land is in the "West and South. Personally, I favor Senator "Warren, of "Wyoming, but don't suppose he would accept the appointment. Commissioner Richards, of the Land Office, would be a good man, as would Governor Toole, of Montana. There Is a man in Nebraska, Peter Jansen, an ex tensive sheepraiser, who would be most acceptable to the livestock Interests. Mr. Jansen came to Nebraska, a Russian peasant, years ago, and has become a power in his state. He Is practically unknown to politics outside of Nebraska, where he is an active Republican, a mem ber of the "World's Pair Commission, and a man greatly interested in the develbp ment of the "West. However, we'd wel come any change In the ofllce. Anybody would be preferable to Hitchcock." "Will your convention Indorse the Lacy leasing bill, now pending before Con gress" was asked. "I think not. No bill which provides for the leasing of a certain maximum acreage in all sections would be acceptable. The Lacy bill provides that no more than 3C00 acres shall be leased to one person. Now that is all right in Oregon and Montana where the land Is capable of supporting largo herds on a limited area, but in Arizona, New Mexico and Utah, 3600 acres won't support a jack rabbit, much less a herd of steers. However, we favor the leasing of public lands and the conven tion will probably appoint a committee to draft a leasing bill and urge it upon Congress. "It should be so drawn that local con ditions will be considered and the people of all sections have a fair show. "The matter of railroad rates will re ceive a great deal of attention at the meeting, and a test case before the Inter state Commerce Commission will likely be made. Between Hitchcock, the packing trust and the railroads the livestock in terests are being ruined, and we propose to make a hard fight on all three." Secretary Martin's ofllce at the Port land Is a very busy place just now, the force of clerks being engaged In sending out 15,000 invitations -to the January meet ing. The Governor of each state is en titled to name three delegates, each Board of County Commissioners in the United States, each railroad and stockyards cor poration has one delegate, and tho various commercial bodies one for every 25 mem bers. Mr. Martin received a telegram from Fort Worth, Tex., last evening, stating that the Cattleralsers' Association of Texas, the largest organization of its kind in the world, had, through Its executivo committee, appointed 185 delegates to the Portland meeting. There are two other large associations in Texas, which will have delegations almost as large, and every day brings assurances that the coming convention will be one of the greatest in tho history of such meetings. It will be emphatically a work meeting and the time of the delegates will be largely devoted to considering the many important matters to come before them. Of course the social side will not be neglected, but Secretary Martin is em phatic in saying that the stockmen are coming here for business. The most Im portant business will be in the hands of an executive committee of 40, which will report to the main body of the conven tion. This committee will have Its head- quarters at the Portland Hotel and will hold Its sessions at night, probably in the Portland parlors. The place for holding tho sessions of the convention has not been definitely fixed upon. It will be necessary to seat an audience of 3000 to 4000 and the Armory or Exposi tion building are the only places where such a gathering can be accommodated. It has been proposed that a circus tent be used, but this Is hardly practicable. However, the matter is left to the local committee. Lodging the visitors is the most serious problem which confronts the committees at this time. The hotels are not nearly equal to the task and most of tho visitors will have to bo accommodated at the rooming-houses and homes. A list of all available rooms will be prepared by the committee, and in this way it is thought there will be no great difficulty in hous ing the delegates and their friends. Preacher Favors Moderate Drinking. Tho Rev. Hamilton Schuyler, rector of Trinity Church, Trenton, N. J., recently preached a sermon reiterating his opinion, publicly expressed about a year ago, that tho church should not look with disfavor upon the moderate use of wine. The view expressed by the minister last year aroused a storm among radical temperance advo cates throughout the state. Prayers were offered that the clergyman might see the error of his way, and in some cases reso lutions criticising him were adopted. The Rev. Mr. Schuyler commended the work of the temperance organization of the church today, but was careful to dif ferentiate between temperance and total abstinence. Speaking of the use of wine lio said: "It is impossible to lay down any hard and fast rules In such matters. There are jnany people to whom the idea of liberty In this respect Is repugnant. They would, it they had their way, prohibit everybody. without regard to temperament or habit, from Indulging in the use of Intoxicants. They would make drinking a crime pun ishable by law, and denounce moderate drinkers in n most intemperate manner. "To say nothing regarding the impracti cability of such a scheme as prohibition, it would be a most flagrant infringement upon the personal rights of Individuals. It is alike contrary to the spirit of Scripture and the dictates of common sense. "It is a popular fallacy that prohibitory laws are a remedy for all abuses. Nothing Is more certain than that you' cannot change a man's nature by a law of the Legislature." INSPECTS RIVER STATIONS. Forecast Official Beals vWIII Recom- mend More Gauges. B. A- Beals, forecast official of the United States Weather Bureau of Ore gon, Washington and Idaho, arrived in Portland 'on Saturday evening after a thorough inspection of the river stations of the bureau, located on the Columbia River and its tributaries, including tho Willamette. Mr. Beals went as far North as Bonner's Ferry, on the Kootenai, in Idaho, and as far South as Harrisburg, Or., on the Willamette. The Inspection took threo weeks, although Mr. Beals passed through Portland several times during his long trip. He reports some severe weather while in Eastern Washington and North ern Idaho, the thermometer quite fre quently registering below the zero mark. The tour of Inspection was made with a view to recommending to the chief of the bureau, .professor Willis L. Moore, the establishment of several new river sta tions, as well as some needed improve ments at some of the present stations. Recent floods in Nebraska, Kansas and Iowa have brought before the people the necessity of a more complete river station system than that in force at the present time, and the chief of the bureau hopes for a more liberal appropriation for the approaching year. A share of this ap propriation will, of course, fall to this department, it being the Idea of the de partment to strengthen the flood service throughout the country. A number of additional stations are needed in this de partment, especially in the Willamette, ivhere there are but three, one at Salem, one at Eugene and one at Albany. At least four more river stations should be established on the Willamette and this Mr. Beals hopes to bring about. Mr. Beals found that the recent floods had done considerable damage to the river gauges through the district, especially at Northport and Wenatchee, Wash., where portions of the gauges had been completely washed away by the Spring freshets. The sectional gauges suffered probably more than any of the others, driftwood carried down the streams hav ing torn up a' great number and washed them down with the current. Where there Is little sediment and the river bed is well defined, the incline gauges give the best satisfaction, but while they are not bothered with driftwood the agent is frequently kept busy shovelling the mud and sand that collects on and covers them. A number of places where there are no river gauges were visited by Mr. Beals with a view to establishing new stations, and an official report of the stations in this department will be mailed the chief of the bureau In a few days. TAKES A VACATION TRIP. Frank T. Dodge Enjoys Visit In Washington, D. C, and Virginia. Frank T. Dodge, superintendent of city waterworks, who has been enjoying a six weeks' vacation, his first in a long time, visiting relatives in Washington, D. C, and Virginia and New Tork City, arrived home Sunday evening and was at his desk yesterday morning looking much refreshed by his rest. He says he had a most enjoyable time, the weather being very fine only ono rainy day on the trip and his friends kept themselves busy trying to make everything pleasant for him, and in providing all the old-time delicacies he could remember. Tho weather was regular Indian Sum mer, and as there had been just enough frost to bring out all the beautiful tints of Autumn foliage In the red oaks, gum trees, hickory, walnut and other hard wood trees of that region, the views of the landscape were enchanting. The frost had also brought down the persimmons, which tasted just as luscious as they used to when he was a boy, and he found the 'siminon figs and 'slmmon beer prepared by the darkies as fine as ever. He spent most of his time in Washing ton, and explored the markets there and admired the great luxuriance and variety of game and fish, fruits, flowers, etc., comprising all to be had In the North or South. He especially relished broiled lobster, which are brought from Boston alive in tanks, dispatched with one blow of the cook's knife, divided in two parts with another and broiled at once, tho smell of the scorching shell being a most appetising relish. He tarried some time In New York, and looked over that great city and inspected the subway, but was surprised to find that the greater part of the city Is lighted with gas, and that pavements are being torn up In many places to lay pipes of all kinds just as much in proportion as they are in Portland. He came back by way of Chicago and found It cold and windy there and some snow on the ground. He was glad to get back and says that In proportion to Its size and age Portland compares very favorably with any city ho saw on his trip. The streets are as good, the street lighting as good and the city water much the best of all. FARMERS WANT PORTAGE ROAD Residents of Eastern Oregon Don't Wish Law Repealed. L. O. Ralston, of this city, who has just returned from a visit to his farm in Gilliam County, states that the farmers of Eastern Oregon are much concerned over the proposed move of the State Legislature to repeal tho Portage Railroad Law when they meet In special session. "When they say that they will let the 5165,000 appropriation go toward build ing the canal," he said, "they present a very weak argument. The canal Is a very indefinite outlook, and we need Im mediate relief." Owing to the extra expense incurred in procuring right of way for the pro posed railway it Is thought that the 5165,000 appropriation will be insufficient to meet the expense. The actual con struction expenses are estimated at about that amount. The farmers are so inter ested in the movement that they have appointed Mr. Ralston as their agent to interview Governor Chamberlain. They wish to know if a donation from them will be accepted. They are eager to see the road go threugh and state that they will be able to raise a large amount of money in Gilliam, Morrow and Umatilla counties toward defraying right-of-way expenses. Mr. Ralston has had a talk with the Governor. He has been assured that any donation from the Eastern Oregon farm ers wia be gladly accepted, but is unablo to give them any estimate of tho amount that will be required. Mr. Ralston Is an enthusiastic advo cate of the Portage. Road. "People don't realize the extent of the country," said he, "that will bo affected by the road. Tho greater part of the wheat that supplies the Willamette "Val ley markets would come over the road. It now costs us eleven cents per bushel to get our wheat on the market from Arlington. With tho Portage Road it would cost only six or seven cents. Chief Kilbourn May Recover. BAKER CITY, Or., Nov. 30. (Special.) Chief of Police Kilbourn Is resting com- i paratively easy tonight, and tho physi- clans have hopes of his recovery. He has hod threo or four hemorrhages of the lungs as the result of internal injuries, and the physicians are loth, to say what the outcome will be. They are hopeful, however, because the Chief has rallied to day and seems to have gained consider able. -He still suffers intense pain from the broken ribs. WHERE HARNACK ERRS. Wrong Where He Disagrees With Mr. Grlswoid; Otherwise Right. PORTLAND, Nov. 29. (To the Editors After 19 centuries comes Professor Harnack, of Berlin, to answer the ques tion, "What Is Christianity?" Prophet and poet; soldier and saint, each has delivered his answer and passed on: Cromwell with his sword, Swedenborg with his pen, Livingston with his life is this latest answer more complete than theirs? This work of Professor Harnack at tracts much attention for its learning, and espedallly for Its demonstration . of the historical accuracy of the first three books of the New Testament and most of Paul's epistles, but his rejection of the fourth Gospel as unauthentic 1b the evidence of his unfitness for his work, and makes his answer inadequate. The genuineness of John's Gospel Is proved by many witnesses among the eari'est Chris tian fathers, whose evidence Is so positive that nothing but the fact that this Gospel is the absolute negative of tho prevailing philosophy can account for its rejection. Aside from this cumulative evidence, the admitted fact that John was a highly organized, spiritual man, and that as the favorite disciple he had freer and fuller access to the heart of his Master, Is pre sumptive evidence that he was not only the author of this Gospel, but that in human probability he was the only man who ever lived that could have written it. This Gospel is the complete answer to tho question "What Is Christianity?" Interpreted and condensed its answer may be put in a sentence: It Is the latest and highest in the long series "of man's en vironments, created to be the sustenance for the soul's development into the power of an endless life.
