May 4.-The Chinese Minister called upon Secretary Hay to day and discussed the Manchurian situa tion. There is good reason to believe that the negotiations have taken a more favor able turn, and that the Russian coup -which was expected has either been aban doned or been indefinitely postponed. It is understood that this involves no re treat on the part or the Russian govern ment Irom any position officially taken. Xonevacuatlon o 'Iu Chwang by Russia Causes Many to Flee. VICTORIA. B. C. May 4.-Adices were received by the steamer Olympla, which arrived today from Yokohama, that Chi nese are hurrying from Niu Chwang in alarm, as a result of the dispatch of Jap anese and British warships, in conse quence of the nonevacuation of Klu Chwang by the Russians. Residents of the CWnese port are hurrying their valu ables to Tien Tsin. Cheefoo and Shanghai, fearing war. The wholo trend of the news received by the Olympla to April 19 is of warlike preparations, rush move ments of warships, etc. Japan and Rus sia are seemingly both getting ready for hostilities in the event of the Manchurian cmbrogllo resulting in war. A Japanese military officer who has Just returned from Niu Chwang Is quoted by the JIJ1 Shim Po as saying that, accord- appearances, Russia is undoubt- iuaiing ior war in Manchuria, and great alarm is felt at Xiu Chwang. The officer also states that the Russians de tained the Moukden Taotal to presvent hie appearance at Klu Chwang. in order to sleze that port on the pretext furnished by bis nonarrival. Dispatches are printed by Japanese pa pers to the effect that a state of siege has been declared by the Russian authorities at Tallen. King Chow and thence to the Yalu River. Military maneuvers are tak ing place involving much tent and field work. The Russians assert that the movement is attributable to the strained relations between Russia and Japan. The Japan Herald has a dispatch from Port Arthur that Russian troops have been dis patched to Amokgang. in Corea. and a Japan and Russia is considered Inevitable uuu xao opening or hostilities is expected at any moment. The economic market has been seriously affected in consequence, and the Russo-Chlne.se Bank, which has correspondence with the Port Arthur branch of the Yokohama Specie Bank, has proposed to sever this connection. The Hochi publishes the significant re port that certain Japanese Generals have caused a notice to be Issued to the re serves to be ready for mobilization. The Ashi says that Japanese and British war ships have also been dispatched to the Yalu River. The Russian troops in Man churia have been Increased by an addi tional force which has been sent out on the pretext of replacing the troops. The general feeling prevailing in Japan is shown by the large number of mass meetings being held. Many are reported by Yokohama and Toklo naoers. PrnfM- j sor Tomldizu, of the Imperial University, o. largely aiienaea lOKonama meeting, was loudly applauded when he declared that the Manchurian problem could be solved by no other means than war. He said that, despite the talk of publicists. Japanese military and naval forces were ready for the encounter. Finance was not a stumbling-block, and if Japan had a famine in the Northeast, Russia was also troubled by failure of crops along tho Amur. He held that if Japan failed to make Itself felf, China and Corea would throw in their lot with Russia. The Japan War Office took exception to those plain statements and demanded the punishment of the professor, but nothing was done. The News from Pekln regarding the Manchurian affair is that Prince Ching's visit to Paotung only resulted in an ad mission from the court that China could do nothing but trust Russian promises. Another Pekln dispatch says it Is re ported that Russia is asking the consent of the various powers to the proposal to continue the importation of arms into China for another five years. Immigration Com missioners of several cities met inform ally at Ellis Island today to decide on a uniform way of handling the various measures of the new Immigration law. The great rush of Immigrants this year was discussed, and it was agreed that the year promised to break all records. The Commissioners agree that the experi ment of women Inspectors had been a failure, and all voted against further in troduction of the plan. Tomorrow they will depart for the "West. WASHINGTON, May 4. The Treasury Department today purchased 63,000 ounces of silver on account of the Philippine coinage at 54 cents an ounce. Unofficial re ports received at the War Department give additional details of the campaign which resulted in the death of San Miguel and the utter rout of his band of out laws by the Philippine scouts, command ed, by Lieutenants Nlckerson and Reese. The, scouts located San Miguel's band about half way between Caloocan and Mariqulna. in a strongly fortified corral and blockhouses built by the Spaniards many years ago, and so well concealed by the Jungle that it had escaped dis covery. Lieutenants Nlckerson and Reese and their men made a gallant at tack on this stronghold under a heavy fire from the enemy through loopholes in the walls surrounding the blockhouse. The scouts charged over the wall and engaged the enemy in a hand-to-hand combat, driving them into the fort. In this assault Lieutenant Reese was shot through the thigh. Just below the groln. San Miguel died gamely, shooting while lying on the ground wounded. Six of his bodyguard were killed. The re mainder esciped. The Americans lost three killed and 11 wounded, including Lieutenant Reese. The enemy lost 40 dead that -nra. and the Jungle concealed other killed and wounded. No prisoners were taken, iiany valuable papers were found on tha bodies of the dead, which were said to contain evidence against several promi nent officials in the province. A Prominent Brewer.
