The stock market showed a rather hesitating and Irregular tendency to recover today. Th movement seemed based upon an assumption, that easier money condition win follow the arrangement of the April, settlement. The Immediate money market wa sun, under the Influence of the preparations for the settlements, and call loan rates were very stiff all day. an sot-treasury statement showed that the banks have lost to that Institution sine the last bank statement $2,443,000. and there wa a small credit balance In It favor at the Clear- lng-Hous this morning, but th Government' draft for M.000.000 was presented at th Sub- treasury during th day by its fiscal axent. asd wa paid out In cash for disbursements In relief of distress In th Philippines. Th fiscal agent, through an Oriental branch. Is able to dispense with a recourse to the exchange mar ket. Th effect 1 to benefit the New York money market and offset the previous absorp tion by .the Subtreuury. Th payment over the counter of th Subtreuury serves also to allow the amount to figure In the ererage of the resereva of the banks for more than would anordinary Subtreasury operation. The dis bursement t the Government Interest, payabl April x, will further relieve the drain Into the Subtreasury, Foreign money market showed th same spirit of expectancy of easier condi tions, and discount were lower In Berlin and London. The published opinions of a leader In the financial world, expressing confidence in the duration of prosperous conditions and faith In the soundness of securities which remain to be digested In the market, were much discussed. There Is no current factor which Is so potent In causing disquiet and hesitation over th financial outlook a the existence of this mass of apparently unsalable matter In the market. and the measures necessary to protect the holdings are undoubtedly the cause of the con stant liquidation of securitlt of th highest grade. The proclamation of faith In the sew securities by a well-recognized authority on values, therefore, had a marked effect on sen timent. There were occasional Interruptions to the advance, th most notable occurring after the strong opening, when a sreneral attack wa mad on th list. Sugar yielded early by reason of the reduction In the price of granu lated grades, and Amalgamated was depressed on account of the violent break In the London copper market. Later, the Wabash securities were sold on account of the propoeed $10,000. 000 bond issue, but the weakness of this grade of securities was not as Influential In shaping sentiment as the evidence that u--ort was offered New York Central. Pennsylvania. 8u Paul and the high-grade railroad stocks. Doubtless, a demand to cover short played a part In the strength, but cessation of liquid' tloa In th high-grade Investment stocks af forded great relief to th sentiment of depres sion lately prevalent In th market. The flurries in the call money market Inter rupted the advance, but did not cause weak ness. Call money rose to 13 per cent In the last hour, but the temporary check to the ad vance wa followed by renewed strength, and th closing was active and strong and at about th top level. The day gala reached 26214 points for St, Paul. New York Central and Union Pacific, which were the most conspic uous stocks In the trading. Gains of a point or more were numerous. Hughes, Gur Beebe and IV. "H. Hamilton were present. Re corder A. L. Miliar was at his desk, and a large number of citizens were present, besides representatives of capitalists who want to provide "water arid light plants, for the new city. The llrst ordinances were Introduced, but the moat Important bus! nees of this meeting was the hearing of several proposals to provide an ample water plant for the place.. Charles F. Lord was present as a rep resentative of Portland capitalists, and on Invitation addressed the Council. Mr. Lord said he-represented some men wno had plenty of money and who desired to provide a large water plant for at. Johns. "While Mr. Lord did not give the names of the capitalists whom he represented, be said that they had all the money needed, and would erect a plant that would sup ply plenty of water for domestic purposes and fire protection. E. H. Merges, of Alblna. next submitted a proposal to put In water works from an Eastern syndicate, which be said had Dlentv of money for the purpose. Robert Catlln also submitted an oner, in which he said his company had $7509. and more If necessary, to provide a water plant. J. c Scott, proprietor of the present water works at SL Johns, then addressed .the Council. Mr. Scott recited the his tory of the present plant, which he had been connected with more or less ever slnco it was put In. about 1SSS. He told of the difficulties he bad met and over come In providing water for the place. when first started there were only 20 con sumers supplied, and It had been an. up hill work from the start. Mr. Scott said he too had plenty of capital at his back to enlarge the plant It represented about $7000 now, much energy and a' very small nront Mr. Scott seemed to tninK that in asmuch as he was the pioneer water man he was entitled to the consideration ot the new city, as he had means to put in a plant that would be ample for all pur poses for years to come. After these propositions had been re ceived, on motion It was decided to refer them all to the water committee, which will require the representatives to show who are back of them and what are their resources. Mr. Scott will probably be fa vored largely and will be given an op portunity to show what he can do. One new ordinance Is for the protec tion of the health of the place. This was Introduced so tbat the city will have the power to handle contagious diseases. Mayor Cook appointed T. J. Monahan. C D. Hughes and E. Hurlburt a com mittee on public health. Another ordi nance Is for maintaining good order and regulating bathing In the river. An appli cation was received from Schroeder & Son for a licenso to start a saloon. It was tabled. The council Is inclined to go slow on all propositions coming up. The representa tives of companies offering to put In water works said they were willing to paywell for the franchiso granted. It is under stood to be the policy of the Council to be exceedingly careful in incurring debts. That quite an extensive water plant will be needed very soon may be seen from the great number of new cottages being built In the district On the hill the land within the city limits Is being cleared for home-building. The City Council de cided to meet the first Monday In each month, and the next meeting Is to be held next Monday evening. IIORE "WATER 3IAIXS. Eight-Inch Pipe for Upper Alblna and 20-Inch for East Portland. Upper Alblna will soon be supplied with more mains. Eight-Inch pipe has been dis tributed on San Rafaei street and Rod ney avenue. On the former street the main will be laid from Williams to Union avenue, and on Rodney avenue pipe has been distributed between San Rafael and Russell streets. On Morris street eight Inch mains have been distributed on Mor ris street to Union avenue. TVhen these mains are laid the district will ba well served. Pipe Is now being manfactured for the extension of the 20-Inch main which ends at East Thirty-fifth and East Stark streets, and will be distributed and laid as soon as delivered. It will be laid on East Stark to East Twenty-eighth streets, and thence to the Sandy. Oregon street and finally tit Upper Alblna. The people of the East. Twenty-elgbth-street district are very hopeful that when this' main has been laid they will have a better water supply. 'March 3L Twenty mln utes after the arrest In Jersey City of two men on the charge of having spurious money in their possession, a squad of se cret service .men descended upon No. 80 Allen street New Tork, and confiscated one of the most complete plants for the coinage of bogus money that the Federal offlcera have yet unearthed. On the top floor of the building a fine outfit for the coining of dimes was seized. Dies were found which Chief Flynn says were al most as good as the official ones. According to the secret service men the two men under arrest have circulated nearly 10,000 spurious dimes since January. They "shoved the queer" by buying a lead pencil or a box of matches, receiving 9 cents In change. Hundreds ot pencils and boxes ot matches were found In the rooms. TrnKedy of Russian Life. ST.
