NEW ERA IN PHARAOH'S LAND.
Ancient Coantrr Reported Making
I Great Industrial Pfrosrreea.
Current Indications are of tho draw
ing of a new era in Egypt, or at least
of a considerable further development
of tho now era which was provided for
Just thirty years ago, and which ono
of tho greatest statesmen of the ngo
has done so much to promote- during j
his uurivnlcd administration of tho
last twenty-threo years, says the New
York Tribune. From year to year Lord
Cromer's rejrorts hnvo shown Egypt to j
bo making social, political and Indus-
, trial progress such ns few renascent
lands have ever achieved or approxi
mated to. Now two further step nro
being taken. One Is tho strong self-
assertion of Egypt against the aggres
sions of Turkey. Tho other is tho re
organization of legislative and judicial
affairs, proposed by Lord Cromer, of
which brief mcutiou has been mado lu
dispatches.
Lord Cromer's proposal have to do
chiefly with tho capitulations, the con
sular courts and the mixed tribunals,
to which aro committed the Interests
of foreigners resident in Egpyt. Tho
present system, ho argues, Is out of dato
and Incompatible with existing condi
tions. Ills suggestion Is that tnero
shall bo substituted a new legislntlvo
council, composed of twcnty-0.ro or thir
ty members, all of whom shall be citl
rens or subjects, or protected sub
jects, of tho signatories of tho treaties
of 1870, enro being taken that no ono
power shall hare an unduo number.
Legislation enacted by a majority of
this council and promulgated by tuo
Egyptian government, with tho approv
al of tho Iirltlsh government, Is to bo
binding upon all foreign residents of
Egypt
Tho council Is to crcato new courts
to tako the placo of tho consular courts
and tho mixed tribunals, lu which new
courts and present judges of tho mixed
tribunals will bo entitled to places. Tno
principles of irremovability of Juuges
Is to bo mnintalncd and no change Is
to bo mado In tho fundamental princi
ples of civil and criminal Jurispru
dence. Tho Suez canal convention, tho
law of tho public debt and some other
I matters aro to bu excluded from tno
'Jurisdiction of tills now council and
thero Is to bo no change in tho compo
sition or functions of tho existing leg
islative council nnd assembly.
Tho changes thus proposed by Lord
Cromer aro important, nnd will rcqulro
careful consideration before they nro
finally pasted upon by tho powers con
cerned. Tho authorship of them com
mends them, however, to favornblo at
tention, as does also that feature of
tho general schemo which deals with
tho subject of international Impartial
ity in Egypt Lord Cromer lays spe
cial stress upon tho maintenance of tho
open door and of entire equality of com
mercial nnd all other privileges for nil
the powers, prescribing, nt tho outset,
an engagement by tho Iirltlsh nnd
Egyptian governments thnt every reser
vation in faror of Iirltlsh subjects shall
inuro to tho benefit of tho subjects of
other powers. Assurance of such equal
ity of treatment being made, thero
would seem to bo littio el so for tho
powers to ask In giving their assent to
tho new system.
Obeying; Order,
"Tlillo, said Mrs. Lauo to tho now
maid, who blindly obeyed all household
mandates, although sho did not always
undorstund them, slnco she bad been lu
tho United Btates but a short time, "I
wnnt you to ring the rising-Doll every
morning In front of the house, because
we can't hear it from tho kitchen."
Tlllle smilingly promised to innko the
change; but the Lanes still failed to
hear the rising-bell, and, thinking that
the little silver affair was too light In
tono to be of use, gradually acquired
the habit of waking at the proper time
without It. nut that was not tho end
of the bell episode.
Ono day Sirs. Lane's opposito neigh
bor paid her a visit.
"I'm consumed with curiosity," an
nounced tho cundld visitor. "I'vo como
to have a mystery explained."
"About what?" asked tho hostess.
"Tho doings of your new maid. Every
morning nt six o'clock sho stnnds for
nt least. ten minutes on the pavement
outsldo your gate and rings a littio sil
ver bell.'
Come Avny to the Hills.
Come away, my love, to tho fresh green
vales,
The meadows nnd woodland falrj
Where nature's wine and nature's song
Are sweet in the fragrant air.
The voice of the hills is calling, lore,
The restful breece Is sighing;
The lizards and slugs are crawling, lore,
The gadflies thickly flying.
Come away, my love, to the canon dells,
Where the kiss of the golden sun
And the floral life of a southern clime
Make Heaven and Nature one.
Let us roam the hills in the Joy of youth,
While yet we ore one-and-twenty,
Where the rattlesnake buzzeth his cheer,
ful buzz,
And the bee-wasp will wasp us plenty.

Quaint Custom In Akyaslnla.
Quaint customs prevail In these parts
(of Abysslnlu). When a father Is get
ting on In years the son bids him climb
Into a tree nnd Jump down from the
branches. If the old man sluggers on
lauding, tho son spears him on the spot;
his usefulness Is over, Ono tribo had
a custom of sewing chanco visitors up
In green hides and leaving them to be
killed by the contraction of tho eklns;
ivIUi another tho only orthodox way of
dealing with strangers was to tlo them
in a bundle and roll them out a preci
pice. London Mall.
