From year to year Lord Cromer's rejrorts hnvo shown Egypt to j bo making social, political and Indus- , trial progress such ns few renascent lands have ever achieved or approxi mated to. Now two further step nro being taken. One Is tho strong self- assertion of Egypt against the aggres sions of Turkey. Tho other is tho re organization of legislative and judicial affairs, proposed by Lord Cromer, of which brief mcutiou has been mado lu dispatches. Lord Cromer's proposal have to do chiefly with tho capitulations, the con sular courts and the mixed tribunals, to which aro committed the Interests of foreigners resident in Egpyt. Tho present system, ho argues, Is out of dato and Incompatible with existing condi tions. Ills suggestion Is that tnero shall bo substituted a new legislntlvo council, composed of twcnty-0.ro or thir ty members, all of whom shall be citl rens or subjects, or protected sub jects, of tho signatories of tho treaties of 1870, enro being taken that no ono power shall hare an unduo number. Legislation enacted by a majority of this council and promulgated by tuo Egyptian government, with tho approv al of tho Iirltlsh government, Is to bo binding upon all foreign residents of Egypt Tho council Is to crcato new courts to tako the placo of tho consular courts and tho mixed tribunals, lu which new courts and present judges of tho mixed tribunals will bo entitled to places. Tho authorship of them com mends them, however, to favornblo at tention, as does also that feature of tho general schemo which deals with tho subject of international Impartial ity in Egypt Lord Cromer lays spe cial stress upon tho maintenance of tho open door and of entire equality of com mercial nnd all other privileges for nil the powers, prescribing, nt tho outset, an engagement by tho Iirltlsh nnd Egyptian governments thnt every reser vation in faror of Iirltlsh subjects shall inuro to tho benefit of tho subjects of other powers.
