Tho cause of an affair ot Cauip Jack son to-ilny is thus reported: Last fall, six pieces of artillery were bor rowed by Gen. Frost from tho U. S. Ar senal, i'hey were not returned, when Capt. Lyon sent Gen. Frost a note re questing him to return them. Frost re plied that he would iiot.'nnd if Lyon want ed them ho could come nnd tnko them. This morning, Copt. Lyon called cut four regiments of U. S. troops, nml marched to within a few yards of Frost's camp, nnd told him lie would givo him thiriy.iniiiutes to deliver up tho guns. At tho expiration of thirty minutes Gen. Frost not com plying with Cupt. Lyon's request the litter marched his forces into Frost's camp, and cmnpullod him and all his forces 1,500 men to surrender their arms and munitions of wur, which were turned orcr to the Fcderul troops. The report is that Gen. Frost nnd his command are still held as prisoners of war, although many nre ul'.owed out on parole. Tlia city was in a fever of excitement for a few hours, but it is getting more quiet. Western Virginia. A letter dated Cincinnati, April 25th, says: A geutlciiiau who arrived from Wheeling, last night, informs us that tho Uniou f.-eling is decidedly predominant there. Over 2,500 men nro enrolled, ready to light for the Government. At Morgan town, a Union meeting was held, at which It was resolved to divide the State, in cuse a secession ordinance was passed. In Wellsburgh tho Union feeling is very strong, and a volunteer force, for the pres ervation of the Government will soon be offered. The people of Virginia have called a Uniou conveution to meet in Kichmond, to nniiul tlio acta of tin secession convention. Union Vgilauce Committees are forming. , Forty thousand Pennsylvania troops have con centrated on tho Virginia frontier. England and France offer aid to the Adminis tration to suppress Southern privateering. . Pleasant Incident. Last Thursdny evening, Multnomah Firo Company No. 2, of Portland, nc eompanied by Dennison'i Brass Baud, came up on the steamer Express, on a pleasure excursiou to ear city, bringing with them a little engine which they have lately purchased. They were met at the landing by a crowd of our citizens, and thence they marched down Main Street, the national colors flying from the new liberty pol8 Be'D8 dipped as the Company passed. Returning to the cistern at the intersection of Main and Fifth sts., the hose was stretched round the square to the foot of the flag-staff, over which they threw a stream of water, the height being 130 feet. Other exploits were performed, as throwing two, three, and four streams of water, oVc, when the Company ad joaraed to the Oregon House, where an excellent . pper was prepared at the expense of McLough Hn Engine Co., of this city, to which all sat down d did ample justice- About half past 11 they depsrted for home, leaving behind many pleasant memories of their visit not an unpleasant inoident an unbecoming word having transpired during heir stay.
