Frledland was arrested at First ami Taylor streets Saturday night by Pa trolman Helms. Ho was lecturing to a crowd on the "Democratic Confed eracy of the World." His, nccordlm; to the patrolman, was a kind of mili tant peaco propaganda. Ho was promptly adjudged disorderly by the court today but allowed to go with a warning. PORTLAND. April 7-To enable the employment of women to fill the places of men enlisting for the war, has been proposed to the Indus trial Welfare commission that regu lations controlling the employing if women bo modified without loss of wages or lowering their working con ditions. The decision of Chile, the first of the American republics lo announce her neutrality, caused some surprise among officials here. In many quar ters It had been expected she eventu ally would break with the Berlin gov ernment, but wou'd postpone her de cision until advised definitely of the course of Argentine and lirazil. What effect her stand will have on the smaller nations of the continent is a matter of much speculation, particu larly as there are no indications that Argentine will also take a place amon the neutrals.
