It is proposed that the follow Inc clansea be exempted: -Tnoae permanently physically or mentally unfit for service of any kind t to bo permanently rejected; those tem porarily physically or mentally unlit to be temporarily rejected, to be re examined each year until they reach the ago of 23, when they ore perma nently assigned to the unoreanlzed re serve; If. In any year during this pcrtod they are found fit for service, they will be called out for training In peace and service In war with the class of that year: those who are the sole support of destitute dependents will be exempted for one year, and so on from year to year, until they reach the age of 25, when their liability to training ceases end they are assigned permanently to the unorganized re serve; it the last mentioned cease to be the sole support of destitute de-1 pendents before they reach the ago of 25, they will be called for training and service with the class of that year." Service In war shall be as follows: "All non-exempted physically and mentally fit male citizens who have completed their 11 mijOs continuous training are liable fof&rvlce in the reserve as follows: "In the first reserve for four years and one month; In the second reserve for seven years and thereafter until they reach the age of 45 in the or ganized reserves. "In case of actual or threatened war first and s?cond reserves will be called out In the order named, together with many permanent officers and enlisted men of the training forces; thereafter others required would be cal'ed out from the unorganized reserves. "All p3rsons, commissioned, enlisted or enrolled at the outbreak of war or when war is imminent may le retained in the service until the end of the war or until dans?r of war disappears. ' Among those exempted in time of war are those whose official civil po sitions are Indispensably necessary for conduct of the federal and staU governments and for the prosecution of the war." That U the present situation of the Road Problem in so far as the main travelled hign ways are concerned. The Legisla lure of 1917 has Rone on iwoid as favoring Road Bond issue to build state roads, but wishing to hear th voice of the people, have called a spe rial election for June 4th. 1917 that the p-iili may appro their reeom niriidation. It is a known fact that on auto mobile does more d:tmage U our roads than a creal many light rigs coulj do and while part of the damage to th state roads comes from heavily loaded wagons, the blame in large part lies with the automobile first, and the kind of road in the second place, Kor year we have been trying to build up a system of macadam roads and in the past ten years the differ ent counties of the slat of Oregon have each spent many millions of dollars on roads. In Clackamas county, with an as sensed valuation of about 30 million dollars and over 1000 miles of roads, with special general road levies, roads are built one year only to be immedi ately cut up and ready to be rebuilt before roads in an adjoining district are taken care of. While we have a considerable sum annually for road purposes, still if some work were done on all the roads the average per mile would be very small. The plan outlined by the legislature in the proposed isue of bonds makes certain roads state roads, or roads of first importance. These roads will be hard surfaced by the state when the beds therefor have been prepared by the counties. Cackamas colunty has road desig nated as of first importance a road difficult to build, a road over which heavy traffic passes and one which needs immediate attention on the part of someone. If the county builds it alone, the cost will be upon the peo ple. If the state build it, the cost wil come oult of the automobiles. This road. "The Pacific Highway," leads south from the Multnomah county line through Oswego, West Linn, Oregon City and Can by. lhe bond issue or six million dol lars will cost the taxpayers one cent more than at present. The present 4 mill tax plus the autorrobile li cense, will not only pay the interest, but the principal as well as the rate of $0000 per year commencing the fifth year, even though the assessed j valuation of the state and the num ber of registered automobiles does not increase, which they surely -will, as in the past A vote for this bond issue will give the automobiles a clinnce to helpjM. H. llonney, one of the promi nent sawmill men of Clackamas coun ty, whose plant and home are located at Redland, suffered from injuries re ceived Tuesday morning, while en gaged in cutting a log with a keen bladed ax. His knee was badly lacer ated, and he was rushed to Oregon City, where he was taken to the office of Drs. Mount. It required almost dozen of stitches to close the wound.
