CLOSING WATERS TO OUR SHIPS Passage of Senate bill 1S.16S. car rying provision that no vessel now be ing constructed or hereafter to be constructed in the United States shall enter upon navigable wuter of the United States unless owned by citi zens of the United States, would mean the immediate closing of all shipyards on tho Pacific Coast building for for eign owners, by reason of the stop page of payments from abroad, throw Ing thousands of workmen out of em ployment and. in fact, repudiating contracts already made with subjects of friendly nations, by the terms of which both vessels and materials are at all times the property of the own ers. To avoid disastrous results, exist ing contracts on which payments have been made should be exempt and chipping board should have authority to give special permits for future con tracts, as is done by Canada. It is not necessary to pass such drastic industry killing legislation to protect our country. Sane measures could be adopted fully protecting us. RED CROSS. Of the great work of the American Red Cross in connection with the European war it Is not possible to write adequately as yet. Never before has an organization of a a neutral country rendered such long and exten sive service to other nations engaged in war. In personnel it has sent to the belligerent countries 71 surgeons, , , " )3 trained nurses, and 43 san tary ' ;commis!iions' amI ln cash fitted, sal;i"ea. transportation, supplies, etc., 11 sP''nt $UG0,306 during tho first year of the war. Perhaps its great- est work, however, consisted in con- quering the typhua epidemic In StT- bla and Montenegro, in which Biiccess ful battle against disease two heroic Red Cross surgeons gave their lives for an alien people. These were Dr. J. F. Donnely, of Brooklyn, and Dr. Ernest P. Magrudor, of Washington.
