SOLDIERS OF EMPIRE STATE TO VOTE ON BORDER WITH EIGHT FOOT BALLOT SECRETARY HUGO New York state soldiers on the Mex ican border' will use a ballot eight feet four inches long on election dny. according to Francis Hugo, secretary of state of New York. It will be the longest ever used I'.i a combined na tional and state election and the first "war ballot" since 1S9S, when Amerl-1 can soldiers were on Cuban soil. A carload of election sttpp'ios will leave ror the border about Oct. 20. Secre- tary Hugo will send a representative j from the election bureau of his office I to Texas to complete arrangements I for polling the soldiers' vote. The form of the ballot will make election day a busy one for tho soldiers. Nelth-1 or the names of parties nor candidates will appear on the lengthy ballot. Tho name of every candidate to tie voted lor must be written i in the blank space beneath tho title of the office that Is to be filled. A pamphlet of several pages is to be distributed among the soldiers prior to election day, and this will give tho names of all candidates of various parties for all offices, ranging from presidential electors down to town and ward. Each company headquarters Is to be a poll ing place for tho men of that com pany. A complement of soldiers, named by the company itself, will serve as Inspectors. Voting will' be carried on in the camps at McAllen. Mission and Pharr. Polls will remain, open during hours to be named by tbe commanding officer at each post, but for a period of not icss than three hours.
