Money sliould not be diverted from maintenance of farm roads to spend on through highways. What is needed is a conservative, sane, well- balanced road improve ment policy for each county. Following such a policy will result in main taining excellent dirt roads into the remote districts, keeping up macadam roads where traffic is only medium, and hard-surfacing the trunk highways where traffic is heaviest, all without increasing the burden of taxation. This lesult can be accomplished it taxpayers will organize, investigate and co operate in so far as they find it pays. N T I HE ANNUAL EDITION OF THE ENTERPRISF, which will make its appearance about the middle of'ne.xt month, is in reality not a private enterprise but a public institution. It is printed in the interests of Clackamas county and Oregon City and its purpose is to spread before the world the many merits of the north Willamette valley as a place for honiescekcrs. The time for the edition is most opportune. Two thousand copies will be turned over to the Oregon commission at the San Francisco exposition. These copies will not be handed to every visitor to the Oregon building but mailed only to those who display interest in the county and the state. Expo sition authorities agree that the flood of travel will reach its height during T The Man Who Aims at Business Success Must Become a Master of System Business success is not produced without the best system. Aiming at business success is fruitless, un less the best financial methods are used, then the accomplishment is comparatively easy. Use the check account system of this bank from which to aim at your business ad-vancement. THE BANK OF OREGON CITY 34 YEARS IN BUSINESS vide this highly desirable incentive. Small places anil states without a pen sion system find that their schools are considered too much as a place to "try it on the dog." The more gifted girls are apt to work there only until they reach a place where the teacher s service is more highly valued. x HERE IS NO REASON in the stand taken by R. M. Standish, ed- itor of the Estacada Progress, against all the southern and westein part of the county. His disgust with Oregon City and with any county official who recognizes this part of the county is almost bryond the power of words to express. The last issue of the Progress contains more than the usual amount ot "peeve." On the front page of the paper, over a column is devoted to a rabid ('iscussion of the decision of the county onirt to spend $1600 on road oil on the north and south highway through the county. A selection follows: "Sixteen hundred dollars is a lot 'of money, in fact an awful lot of money And this amount is to lie spent for oil, to lay the dust on the trunk roads from Portland to Aurora for the benefit of automohilists. Do you note that no mention is made of laying the dust for the farmers? The slight consideration shown to this part of the county is an insult, but this kind of treatment has been handed to us hillside farmers for so long that they natural lv take it for granted that we don't care." Editor Standish evidently forgets that this $1600 was raised by a direct tax on autnm'jhilrs, that it is being spent on roads traveled as heavily by farm rs as by motorists. But this matter of the road oil is but a trifle. The Progress has always been able to stir up some imaginary grevience and air it through the eastern section of the county. Editor Standish should remember that his actions are destructive; that cooperation is better than conflict. Eastern and western Clackamas are unit ed into one great county, at least as far as county boundaries are concerned. Why not make the county united in progress, in advancement, in develop ment? Why waste energy in useless sectional conflict when that same en ergy could better be used for promotion and advancement? Estacada 'is its place in the growth of the county. It is the natural market center for a large part of the county and competes with Oregon City for only asmall stretch of territory. The result has been that Sheriff Wilson has been aided by the Portland police ami the Multnomah county sheriff's of (ice ami these officials, working together, have made several creditable catches of criminals. In the few months he has hern in office, Sheriff Wil son has clearly show n that he is capable and hard-working and, in every way, equal to the task of handling the Milwaiikic and Oak Grove situations.
