Jan. :6 The final report of the joint congressional com mittee on federal aid to goods roads was submitted to conn cress today It urges national participation In high way Improvement on a large acale. but under such plan aa will guard a gainst "pork barrel" and prevent dic tation of local road problems by a bur eau In Washington. The report was drawn by Jonathan Bourne, Jr., chairman of the commit tee, and Is concurred in by six other members of the committee. Senators Penrose, Gronna, Swanson and Over man. and Austin, Overman concur In the report except as to chapter 2, which urges congres sional control over the federal good roads participation. The report estimates the total quan tity of commodities hauled over rural roads at 700.000,000 tons annually, costing now an average of 21 cents per ton-mile or $1.89 per ton for the average haul of 9 miles. A system of first class highways would reduce this cost to the extent of 13 cents per ton mile. The report does not assert that such a perfect system of highways Is Im mediately practicable, but expresses the opinion that such an Improvement as is now practicable, would result In the saving of 8 cents per ton-mile, or a total of J504.000.000.00 annually.
