WASHINGTON, April 9 Complete destruction of the Waters-Pierce prop erty at Tamplco by Mexican rebels was reported In a dispatch received by the state department today. The loss is estimated at $500,000. The report aid: "Wireless reports indicate that the situation at Tampico in regard to for eign property is complicated and seri ous. The waters-fierce rennerj- occupied by the rebels for two days and as a consequence it was under the fire of federal gunboats. The loss of the entire property is feared. The warehouses of the Agencia Commercial company, a German property were burned. "The loss of the Waters-Pierce prop erty will exceed $500,000. Further representations were being made to General Carranza today. Sec retary of State Bryan said, concerning the deportation of Spaniards from Torreon. Spain having requested it. the state department is trying to ar range for their return. At present they are on the Vnlted States' hands at El Paso, absolutely destitute. BELIEF OF OFFICERS PORTLAND. Ore., April 9. That the band of women charged with steal ing approximately $6000 worth of goods from local department stores not only exchanged the loot among themselves, but boxed many articles and shipped them to outside points, to be disposed of, was the statement made today by detectives investigating wholesale thefts. The authorities who are working on the case discovered the first evidence of this sort today in the home of Mrs. Ella Crear and her daughter Sylvia, where a big packing box was found. This afternoon Mrs. Crear, who is sai l to have confessed to a number of thefts, has consented to go to her apartments and show the authorities where more stolen goods are hidden. Mrs. Crear was employed by the Fried lander Jewelry company, and the po lice found some silverware she had taken from the place. It is believed by the authorities that she shipped out goods stolen from dry goods stores, but sufficient evidence to prove the theory has not been secured. FEDS REGARD DECISIONS AS A VICTORY FOR THEM CHICAGO, April 10. Jam A. Gil more, president of the Federal league, was not in his office here when Judge Sesslons'decision at Grand Ra;iid3 to day was received. Secretary Richard however, announced that the Federals would not surrender Players Winding, Kahler, Williams and I'.aumgardner to organized baseball. "The Federal league i;l procted with injunction suits against the four players named." Kickard said. "We re gard the decision, In the main, as a victory for the Federals. We al tays contended that the reserve claute would not stand. Treaty to Heal Breach. WASHINGTON, April 10. Free use of the Panama canal by Colombian men-of-war, troopships and army and navy supply vessels is proposed In the new treaty between the Vnited States and Columbia, signed at lioguta Tues day to heal the breach between the two countries over thn separation of Panama.
