President Wilson has under consideration a new plan for restoring peace In Mexico, which he will discuss with his cabinet Friday and make It public within a few days. Officials were reticent as to what is contemplated. As the United States has asked not only European govern ments, but those of Latin-America and the Orient, to withhold the formu lation of their policy toward Mexico until the Washington government can make known Its plans for dealing with the situation, the solution on which the president and Secretary I'.ryan are working Is believed to be more comprehensive than any sug gestions heretofore made for the paci fication of the southern republic.
