OREO ON CITY ENTEKPMSE. FRIDAY, HK1TKMHKR f, 1913. : i A ULTIMATUMS FLY FROM COUNCIL PACIFIC TELEPHONE MUST PUT IN NEW ALARM OR CITY PHONES COME OUT TWENTY FOUR HOUR LIMIT FIXED City Fathers Have Lively Debate But Order Company To Take Trans mitter Box Or Ex pect Trouble Tho raclflc State Telephone Telegraph company waa given 24 hours by the Orepon CHy council Wed nesday ntcat to consent to the In. etallatlon of the transmitter box of the new city fire alarm system In Its offices. If the company refuses, the council will on Friday niornins ord.r the in stant removal of all Pacific States Phone from the various offices and branch of the city government, and will order them replaced by telephones of the Home company. Council Votes As A Body. This ultimatum was ordered deliver ed to the telephone company by unan imous vote of the city fathers after a lively debate. In which Councilman Long, chairman of the fire committee, rehearsed the efforts that he has been making for the past six months to make arrangement for the installation of two transmitter boxes la connection with the new automatic alarm sys tem. The Home Telephone company early In the proceeding expressed a willing nesa to have one of the boxes placed In Its offices, but the Pacific States company has steadfastly maintained that it did not want the responsibilty. Ultimatum Issued. Being In the mood for issuing ulti matums, the city fathers also ordered the fire committee to install the sec ond trnsmitter box in the office of the city filtration plant, if the Pacific States compan did not recede from its stand. The board of mater commissioners have steadfastly refused to consent to this plan, setting forth that the em ployes at the filtration plant had too much to do as it Is, without assum ing the added responsibility of the fire a'arm system. The council is said to have no power to compel the water commissioners to do anything, but can remove them from office. The transmitter boxes, over which all the trouble has arisen, are parts of the Gamewell system, which is to be Installed, and are used to sound the box numbers over the alarm cir cuit when calls are rung in by citizens. The barn was declared to be a viola tion of all the provisions of the re cently enacted barn ordinance, and to be a menace to the community. Re fuse from the structure. It was said, created a p'ague spot and a breeding place for flies; and its close proxim ity to a candy factory was declared to add to the danger to public health. Minister Complains. The Rev. E A. Smith, one of the citizens who complained against the building, denounced it as a firetrap, and said that because of its condition he was forced to pay a higher rate of insurance on his bouse than were peo ple who lived farther away from the structure. The council, at the meeting where the above action was taken, also in structed the Oregon Engineering ft Construction company to raze the ruins of the Elkborn barn and adjoin ing buildings, recently destroyed by fire, to clean out the rubbish left after the blaze, and to charge the expense of the work to the property owner. "Oregon City certalnfy needs new postal accommodations" declared Paul E. Keyser, the personal representa tive of the department at the eleventh ennua! convention of th rural letter carriers' association Monday. "The quickest way to get the new building would be for some of the men of the city to erect one and rent space to the government. It is a hard task to get an appropriation bill through congress and it is becoming harder all of the time. Uut there is, to my mind, no question that you need a new office." During his stay in the city, the local authorities and members of the commercial club took htm through the postoffice and showed him the con ditions under which the government employes here are now working. He saw the crowded quarters and was given an opportunity to go through the entire place. Express Opinion. His opinion was given to the mem bers of the local force ofter he had thoroughly inspected the building and seen the conditions as they are now. The friends of the new postoffice movement, however, are determined to bring the matter before the atten tentlon of congress and will ask the representatives and senators In this state to take all of the action that they can to get the successful report on such a bill from the committee. They believe that the city needs a new federal building just as much as do some of the towns much smal ler than Oregon City and that the time has come when congress should toka some official action In the mat ter. They declared Monday to the Washington official that tbey bad not yet begun to fight and proposed to carry the battle again through the halls of congress. The sentiment for a new federal building Is growing stronger fn the community every day and some of the business men of the city are planning to help in the fight for another pos tal borne. T A contrct submitted by the Portland Railway, Light & Power Company to tne city council Wednesday night, in relation to the placing of power wires upon the tower of the public elevator, was summarily sent back to the pow er concern by the special elevator committee because it did not protect tne city from damages. One clause of the contract agreed . that the power company would hold hte city "blameless for any accident or injuries sustained by employes of the company," but Counci'man Mey ers Insisted what was desired was a clause that would indemnify the city against accidents to citizens, and not to company employes. DOGS KILL 50 RATS IN 20 MINUTES AND GIVE UP EXHAUSTED B. P. Oglesby told the city council Wednesday night that there are to many rats on the city garbage dump that when he visited the place last week accompanied by his two terriers the dogs killed 50 of the rodents In 20 minutes, and theny only quit be cause they were exhausted. After hearing this the council order ed City HeaJth Officer Norris to make n investigation, to determine If there was not some way by which the re fuse could be destroyed by chemicals or burning. It was declared that the rats were propigatlng so rapidly that tbey threatened to become s plague and over-run the city, spreading dis ease with them In their migrations. A new Swedish Methodist Episcopal church has been organized in the city by Rev. John Ovall, of Portland, the missionary among the Scandinavians of Oregon and southern Washington A considerable number of the Swed ish population in Oregon City and the surrounding towns have joined the new church as Its charter members. A ladles aid society has also been formed wl;h its officers and a program of work has been outlined. The offi cers of the society are Mrs. G. O. Mo lin, president; Mrs. G. A. Llsberg, sec retary; Mrs. Fred Ericksen. treas urer. The church services will be held at the First Methodist chruch on the first Sunday la each month at Z o'clock and the last Thursday evening of the month. The meeting of the so ciety will be held monthly. No Gentleman. Miss Gossip What's this I hear about the doctor's being no gentleman? Miss Matter-of-Fsct Yes, that's true.
