OREGON CITY ENTERPRISE, FRIDAY, AU0TT8T IS, 191.1. CLACIH (II SEES OLD WORLD HARVEY 8TARWEATHER MEMBER OF AMERICAN INQUIRY BOARD, RETURNS GREAT RURAL PROBLEMS STUDIED Austrian Syttem Found By Commis sioners to be One of Beet In Ute Abroad to Aid Farm Development After it Ions and Intoreitinx trip through the Old World, Harvey Start--eather, cl! known throughout C'lark muiis rountr. haa return .d to his nome. Mr. Starkweather wna a dole- pale from Oreenn upon the American rommlssu n amointed from the sev eral states to investimate niral credits and other kgricultur.il quesioas in Europe, and acted In conjunction ith a commission appointed by President Taft. Mr. Starkweather will embody bis observalions in a report shortly and will submit bis findings to Gov ernor W?sf The rom.uisslnu found n'any mut ters of interest whi'e abroad, some of their reports on which have already been reported In tn?se columns. In Austria, however, they found one of the nios; complete systems of co-operation between the state and the agri culturalists, and much of their report will deal with conditions in that country. F!y means of a semi-official status given to the principal agriculture) as sociation of the country tta? Austrian farmers possess an organisation which maintains a constant and Intimate touch betwjen themselves and the miniorry of agriculture. Details of the organisation were explained to the members of the American commission during their stay hers, and many of the Americana be'ieve that th- United States department of agriculture and the American farmers mighi conMJjr benefits of this system. The association which t'.ns con necta the farmers directly vith the government is the royal and impriil agricultural society of Vieuns. All of the local agricultural societies of the small communities are affiliated wi 1 the csntral society. Throug'.i a s:-a- tem of general assemblies held for members of the various affiliated so cieties an executive committee U elected to carry on the affairs of the central society. - The governmeat is given representation upon tiis com mlttee and the society enjoys sub sidies for certain classes of work from the government. Although the plan of government support and even of direct leadership in agricultural affairs is as thoroughly accepted in Austria as in other Euro pean count res, this semi-official so ciety carries on work which no Ameri can would consider without the prov ince of the department of agriculture. For instance, this society studies the question of cost of production of agri cultural products, and based upon this data makes direct recommendations of a semi-official character to ths gov ernment regarding the tariff to be fixed opon agiicu'tural products. It protects the rights of the farmers in legal matters, and even works to ne . cure him a fair freight charge on ship ments of his prodt-3e to market. At the same tinH the society car . ries an experiments work for the bet terment of agricultural methods ano breeding of cattle, distributes farm literature, furnishes expert advice to farmers and does many other things which in the United States are carried on directly by tbe government. David Lubin. delegate of the United States to the International Institute of Agricul ture at Roma believes that through such a society the government can be kept In closer touch with work of tie farmers that it could be when it de pends solely upon a department of the government Such an organization, he believes, could be formed to serve as a connecting link between the govern ment and importing agricultural so cieties which directly represent the in dividual farmer. It would prove, he believes, a great force in the propa gandist work necessary to spread co operation among American agriculturists. While hunting in the mountains Sat urday afternoon seven miles beyond Colton, Gus Melvin, 15 years old, whose home is in West Oregon City, stumbled over the 12-guase shot-gun he was carrying and accidentally dis charged the weapon, sustaining wounds from which he died an hour or so afterwards. Melvin was out with a small party, and word of the accident was at once sent to Mo!alla. Dr. Paul Powell, of that city, at once responded, and af ter doing what he could to aid the boy, started at top sped for Oregon City with the lad in his automobile. News of the accident had in the mean time been sent here, and Dr. H. S. Mount started for Colton, burning up the road in his car. The two physicians met just this side of Molalla. A hasty examination showed that the boy was practically past aid, but in spite of this the rush to the hospital was continued, the dy ing youth being transferred to Dr. Mount's speedier ear. Hefore Oregon City was reached the boy expired from the shock of his woumK The shot from the gun practically tore th9 lad's arm off at the shoulder joint.
