Near-Easter questions and the Franco-Russian Naval convention, the sig nature of which M. Polncalre In St. Petersburg will bring the whole of the fighting forces of the allies with in the terms of an offensive and de fensive alliance, are to be the main subjects of discussion between the Emperor of Russia.
