REVISED CHARTER LOSES AT POLLS BUSINESS FORM OF GOVERN MENT BEATEN BY 843 TO 63 ELEVATOR AND DOCK IK WRICK Ordlnsnc. To Provld. Alarm Sstsm I 249 To 155 Modern Fir. Approved, Tb. voter, of Oregon City Monday decisively defeated th. proposition to revise th. city charter so as to pro vide a business form of government, tb. Issuance of bond for building a public dock, an elevator at the bluff and tbe establishment of playgrounds. The proposition to provide a modern tire alarm system wo carried by substantial majority. Th. vote, by wards was a follows; Charter revlalon First Ward for 27, against 9t; second ward, for 30, against 160; third ward, for 8, against 89. Hond Issue for building elevator, es tablishing playground and public dock First ward, for 63, against 68; second ward, for 82, against 105; third word, for 30, against 66. Fir. Alarm System First ward, for 81, against 40; second ward, for 123, against 66! third ward, for 45, against 49. Th. total vote follows. - Charter Revlalon For, 65, against 343; Bond Issue for elevator, etc. tor 175, against 229; Fire Alarm Sys temfor 249, against 155. The vote wa llttl. more than half that usually cut, and there was even less interest in the election than the vote Indicate. Many persons had not made up their minds bow they would cast their ballots on certain question upon entertlng tbe polls. Tbe great est objection to the rerlsion ot the charter wa the provision for busi ness manager for the city. Many per son, thought th. proposed charter gave the proposed manager too much authority. There also wa objection to the selection of the mayor by th. councllmen from on. of their number Instead of election by the people. It I. believed that the proposition for an elevator at th. bluff and pos sibly that for a public dock would hav. been carried had they not been Joined with that providing for pub lic playground. Many Persons who favored an elevator did not favor public dock and many who favored both of these were opposed to th. city providing a playground. Then again the proposition for a playground was misunderstood by at least one-third ot the voters. They thought It contem plated simply the purchase of a lot by the city where the children might play The object however, was to provld. a lot for a swimming pool and bathing facilities for children and adult., baseball field and for other games, such as tennis, football .etc. The revised charter which was lost wa prepared by a commission named during the last administration, and eonalsted of George A. Harding, F. J. Tooze, Chri Schuebel, R. L. Holman, H. E. Stevens, William Andresen and Llvy Stlpp. It reduced the number of council- men from nine to Ave, one to be elect ed from each ward and two from the city at large. Aside ?rom selecting the mayor from one ot Its number th. council was to appoint a chief of po lice, the chief to name the other mem ber of the force subject to the ap proval of the council. Members of the commission said Monday night that although the first skirmish had been lost the fight for a business or commission form of government prob ably would be continued. DON'T BE BILIOUS W.
