HI MADE AN EXCELLENT SHOWING The First Year of Our Populist Officials Compared With the First Year of the Proceeding Term, SIX THOUSAND FIVE 1WXDRKD DOLLARS SAVIiU Tim IIkh.u.ij proii My cuIIh the iitien tion of the voters hiii taxpayer. of Ore gon to ttie record made by tlie pooplo's party men elected to ollice in Clackaimiii county ii year a,". For iliu actions of the county court our party la not refpou (iil)le, the People's parly having hut one iiii'inlicr of the hoard Com inittHioncr Mark. 1 1 1 1 1 in thoHU olliceH held and controlled hy People's party oilieiaU in this county, the records of expennes of the Heverd rcHpective office and depart iwuitH ini media i ely under their control show that the. county lias been saved, during their first year in ollice, over $11,500. That is the. tthowing according to the county records, but the actual saving is even greater than thi, because of the extra expense incurred by Sheriff Maddock after July 1st, and because the year closes on June 30th, and the July expense account in both instances is the expense incurred by the outgoing officials. In the expense account of the re corder's office, for instance, the report necessarily includes the deputy hire of Mr. Kainsby for June 181)6 making $l,uiO.C5 for the year, while Mr. I-ewtdl-l ing will receive but $1,500, out of which lie pays bis deputy. The same is true of the clerk's and superintendant's olfice and in greater degree of the sheriff's olfi :e. When Mr. Maddock assumed the sher iff's office bis predecessoi bad completed bis delinquent tax list sale and within a few days formally turned over bis of fice, but when Mr. Maddock 'a term ex pired Tie had but just begun to prepare the delinquent lax list for publication, and, under the law, was allowed to " complete the execution in bis hands." This enabled Mr. Maddock's deputy to draw pay for three months which, of cotirso, appears in the expense account for the past year in which the preient Sheriff Mr Grace held olfice. It riuet be remembered here, also, that Mad dock's woik in advertising tiie 'list was declared defective by the circuit court and the work of re-advertising and all other work incidental to the collection of the '05 delinquent list fell to Sheriff Grace. The printing account is thus made to shov a large increase caused by the printing of a tax list by a republican theriir in a republican paper after our officers bud assumed their offices, and amounting to $1205.00. The printing account for 1805 was $1351.35, of which $560 was for advertising the delinquent taxlist. The printing account for 1897 was 82320,73, of which $1717.00 was paid for printing and re-printing the delin quent tax-list $1295,00 to the Three IS intern, republican, and 422 to the Herald. The ordinary printing account for 'US was $798, and for '97, $012. An actual saving, aside from publishing the delin quent taxlist (which grows beautifully larger each year everywhere under our gold standard) of $180 in the printing account. Our officers were elected on a plat form pledging a reduction in salaries in all salaried offices, excepting county treasurer, said reductions to take place ai soon as such a law was submitted by the legislature and approved by the voters of Clackamas county. We are justly proud of the fact that each officer elected carried out the spirit of that law by reducing their own xdarlei, by paying the wages of their first deputy out of their regular salaries allowed by law, and by conducting the affairs of their ollices on the economic basis shown in the handsome saving all along the line. This as you Know, is, like the County Surveyor's ollice, not a salaried olfice but is paid by fees and depends entirely upon the amount of work which comes under the jurisdiction of that ollice. Our Assessor's term did not liegin till January 1st of this year, and as his June expeusn are n. t paid till July, the com- parison can only be made with the first ' five months of Mr. I'.radley's term, but j the showing could not be better. T. J Gary, of Milwaukee, on bis board of ex aminers, in accord with the l'eople's party principle, that all political parlies should bo represented on boards of judges. He shows a saving of over $100. County Recorder Luelling shows a saving of $004.45. County Clerk Dixon shows a saving of $1140 30, and it would have been at least $120 grearter, but for the illegal action of the County Court in reducing the school levy below what the law re quired, which made a great deal of extra work on the tax roll. Sheriff" Grace shows a saving of $1891 , 71, to which should in all fairness be added, the extra expense caused by Mr. Maddock of $155 80. In addition to this, there is a saving of $1119 47. on the Court House and Jail account. If the republican candidate for county surveyor hud been elected we might as sume that the County Court would have continued him as road master, at an ad ditional expense of $1200, for the year, no part of which has been allowed to Surveyor Wright nor his deputy, Mr. leom, so that there is a further saving on this office by reason of its being held by a populist, of $1200, besides the ac tual saving in the administration of the ollice of 121. GO The Treasurer's office sbows a saving of $00 00 The following comparative table shows an actual decrease in the cost of every ollice controlled by the People's party, except that of Coroner, which is paid by fees and in which there lias been an unusual amount of work.
