For the samo price a better product of manufac ture is being olitaiued. As the revenue sacrificed in removing the duties from raw wools amou.ited to about (S, 000,000 a year, the benefit may be said to be purchased at a low price. Manufacturers claim to have a griev ance against tho new tariff in that they are ablo to rompeto with foreiguers iu only a few kinds of goods. That taste, patterns aud machinery should have be come specially adapted to such wools as tho greed of the woolgrowera imposed upon the domestic market was to be ex pected, aud it could hardly be anticipated that in a single 13 mouths a change so radical could be wrought aa to enable ,La i. .,,, i. See nd in another column. when taken inTSeir true" relation to tW imports of other years. The same com parison can be made in the special lines of goods. The imports of carpets in 1891 and 1892 were valued at $3,932, 000; in 1894 and 1895, at $2,863,000. Of wearing apparel, which includes most of the items on which the greatest tariff contests have been held, cloaks, hats of wool, knit fabrics and shawls, the imports of 1891 and 1893 wero $0, 300,000; in 1894 and 1895, $5,088,000. If, in place of value, quantities be taken, tho showing is nen more telling against the cry of overimportation. Of dress goods the imports in 1800 and 1892 amounted to 121,000,000 square yards; in 1894 mid 1805 to ouly 21, 570,000 square yards. Tho imports of plushes uiid other pile fabrics were nearly threo times greater in quantity in 1891 and 1893 than they wero in 1894 aud 1895. Iu tlu .sin-lo item of woolou or worsted cloths have the im ports increased romarkably in quuutity as well as iu value. Tho imports fcr 1895 were as large as the imports of the three years from 1891 to 1893 inclusive. Taken as a wholo it cannot he said that on the returns of the imports for tho Ave years thero has been any such incroaso above a normal average as would threat en the existence or prosperity of a great domestic industry. The plea for higher protection of wooleu manufactures has littlo standing iu tho face of such statis tics. Nor can much bo said ou the plea of greater revenue. In 1893, which was the year of largest imports of woolen manu facturers under tho MeKiuley tariff, the amount of duties collected was $!S,5C0, 539 ou a valuation of impnrtS'Of $37, 557,037. This wus equivalent to an ad valorem of 97.30 per cent. In 1895 the duty conecteu wua fan,iua,u-i ou a value of imports of $01,018,579 the equivalent ad valorem being 40 percent. This shows that with the ante of duty reduced more than ouo-half the revenue was reduced only 23 per cent. It is an impudent demand to ask congress to re impose the high duties ou raw wools to gain a revenue of $0,000,000 or $7,000, 000 aud to increase to an even greater degree the duties on manufactures of wool for a similar sum. At the end of February the deficit in tho national ac count was ouly $900,000 more than it waa at the end of November. The gov ernment is, therefore, very nearly pay ing its expenses out of current revenue, and there is no reasonable ground for tinkering with the tariff, and least of all in the direction of higher duties on raw wools and manufactures of wool, where the consumer loses $3 every time the government gains $1.
