There is a duty of 10 per cent, ad- valorem on tffoud pulp, the material from which nearly all printing paper is now made- There is also a much higher duly on all the chemicals used in the manufacture of paper a'lil on all the machinery employed in its production All taxes upon paper are taxes upon reading, upon knowledge, upon the dis semination of information. Under any government such a tax would he op pressive and proxcriptlve. In a govern ment based as ours is, upon the intel ligence and resultant virtue of the peo ple, it is anomalous and monstrous. To make newspapers artificial ly dear is wantonly to restrict the number of readers and so increase the sum of ignorance, When this ' is dono or pro posed simply to add to the profits of a monopoly, the injury to public interests becomes a matter demanding the inter vention ut tho g ivernment. Senator. Hlit'ruiiiii, the ablest re publican now in public life, said when the McKinley bill was-under consider ation that if in any achedule the in freased duties led lo the formation or the strengthening of trusts and mono polies, u danger which ho feartd, he would vole to repeal the protection thus abused. The formation of a paper trust would be a sufficient provocation to such action, independent of any schetue of Keneral Jariir reform, which the jiublic sentiment of the country desires to have postponed for four or live years In the interet-t of business stability and peace.
